The Milwaukee Health Department (MHD) may fill this position at the Grant Compliance Coordinator or Grant Budget Specialist level, based upon candidate qualifications and the needs of the department. Candidates will be placed on the highest-level list for which they qualify based upon their education and experience.PURPOSE
The Grant Compliance Coordinator/Grant Budget Specialist is responsible for budgeting, administration, and financial reporting for the Milwaukee Health Department's grant funds. The incumbent will be assigned a group of MHD programs and grants within the department's 60+ awards and $90+ million in grant funding.ESSENTIAL FUNCTIONS
BUDGETING AND FINANCE- Plan and implement budgets, reports, and work schedules for grant funds that reflect the MHD's strategic goals and priorities.
- Develop and implement internal reporting and analysis tools for departmental leaders, program managers, grantors, and other City agencies and partners.
- Coordinate grant budget development activities with MHD divisions and programs.
- Design and implement processes to monitor grant budgets and fiscal compliance with city, state, and federal regulations.
- Collaborate on MHD grant funding activities, including the research and identification of grant opportunities, validation of grant budgets, creation of financial reports, and other grant administration functions.
- Assist in the preparation of the MHD's annual operating budget and regular internal and external financial reporting.
- Prepare budgetary revisions and amendments for grantors, City administration, and Council action.
- Ensure compliance with all city, state, and federal procedures and regulations related to grant reporting, funding, and administration.
- Participate in funding coordination and planning activities between MHD's finance and human resource functions.
- Anticipate and identify financial challenges and solve them collaboratively.
- Work proactively with colleagues, program managers, and City agencies to ensure success for grant funded programs.
- Work with and administer MHD's access to state and federal financial reporting and grant management systems to ensure timely and accurate reimbursement and reporting.
- Assist the Health Budget and Administration Manager and MHD Finance group with departmental accounting and budgeting activities.
- Provide accounting and financial reports as well as analysis for MHD grant funds.
- Ensure the proper charging of labor and other expenses to grants and compliance with grantor policies and grant, create transactions to correct errors.
- Provide guidance and assistance in the resolution of accounting problems to ensure successful and compliant use of grant funds.
- Provide the City's Office of the Comptroller with audit and compliance documentation upon request.
- Analyze and reconcile grant accounting transactions to ensure timeliness, accuracy, consistency, and completeness.
- Understand and apply accounting standards and policies to ensure that the MHD is transparent, accountable, and a good steward of all public funds.
MINIMUM REQUIREMENTS
Both positions: 1. Bachelor's degree in business, economics, accounting, finance, or a closely related field from an accredited college or university. Grant Compliance Coordinator: 2. Two years of professional accounting, budgeting, financial management, and/or grant administration experience. Grant Budget Specialist: 2. Three years of professional accounting, budgeting, financial management, and/or grant administration experience. Equivalent combinations of education and experience may also be considered. - Experience using federal grant administration systems, including SAM.gov, Grants.gov, Electronic Research Administration (ERA) and related systems, and/or the Payment Management System.
- Experience with Enterprise Resource Planning (ERP) systems, particularly with financial management applications.
- Training and/or certification in grants management.
KNOWLEDGE, SKILLS, ABILITIES & OTHER CHARACTERISTICS
TECHNICAL- Knowledge of the principles and practices of governmental accounting, budgeting, and the analysis and reporting of financial data.
- Knowledge of state and federal grants cycles and grants management.
- Ability to perform grant accounting and learn related state and federal grant procedures.
- General knowledge of business and management principles.
- Ability to read, analyze, and interpret technical documents, policies, and procedures.
- Commitment to keeping current with best practices in accounting.
- Knowledge of mathematics and the ability to make accurate calculations and projections.
- Proficiency using computer applications such as spreadsheet, word processing, and database; ability to use enterprise accounting software.
- Verbal communication skills to convey technical information clearly to various audiences.
- Written communication skills; ability to produce accurate, thorough, and error-free reports, correspondence, and other documents.
- Ability to work effectively across all levels of staff, including with coworkers, elected officials, representatives from outside agencies, and the public.
- Ability to work cooperatively and effectively with people whose backgrounds may differ from one's own.

CURRENT SALARY
Grant Compliance Coordinator- The current salary range (Pay Range 2HX) is $58,223-$81,507 annually, and the salary range for City of Milwaukee residents is $59,970-$83,952 annually. Appointment above the minimum of each range is possible based upon experience and is subject to approval.
- The current salary range (Pay Range 2KX) is $77,551-$98,704 annually, and the salary range for City of Milwaukee residents is $79,877-$101,665 annually. Appointment above the minimum of each range is possible based upon experience and is subject to approval.
