Job Description

Turner & Townsend Heery is seeking an experienced Environmental and Solid Waste Project Manager to provide project management and program support for the Charles County Department of Public Works on a diverse portfolio of environmental, solid waste, water resources, civil infrastructure, and related capital improvement projects.

The Project Manager will support projects throughout the project life cycle, from planning and feasibility through design, permitting, procurement, construction, commissioning, and closeout. The position will work closely with County staff, engineering consultants, contractors, regulatory agencies, and other stakeholders to ensure projects are effectively coordinated and delivered in accordance with established scope, schedule, budget, quality, safety, and regulatory requirements.

The ideal candidate will have experience managing environmental or solid waste infrastructure projects and be comfortable working in both office and field environments.

Key Responsibilities

• Manage multiple environmental, solid waste, civil infrastructure, and related capital projects concurrently.
• Provide project management and owner's representative services throughout planning, design, permitting, procurement, construction, and closeout.
• Develop, maintain, and monitor project schedules, budgets, scopes, action-item logs, risk registers, and project documentation.
• Coordinate with County departments, consulting engineers, contractors, regulatory agencies, utility providers, and other stakeholders.
• Review and coordinate engineering designs, technical reports, specifications, cost estimates, schedules, permitting documents, and other project deliverables.
• Monitor project progress and identify potential impacts to scope, schedule, cost, quality, and regulatory compliance.
• Identify project risks, issues, constraints, and opportunities and coordinate appropriate mitigation or resolution strategies.
• Support permitting and regulatory compliance activities associated with environmental and infrastructure projects.
• Assist with procurement, bidding, contract administration, and contractor selection activities.
• Monitor consultant and contractor performance and coordinate resolution of project issues.
• Track project expenditures, commitments, forecasts, change orders, and overall budget performance.
• Prepare project status reports, presentations, meeting agendas and minutes, correspondence, dashboards, and other management-level documentation.
• Facilitate project meetings and maintain clear and timely communication among project stakeholders.
• Coordinate project activities across multiple County departments and maintain continuity as projects transition between planning, design, procurement, construction, and closeout.
• Assist with project commissioning, startup, closeout, record documentation, warranties, and lessons learned.
• Provide technical and management support for emerging projects and initiatives as assigned by the County.
• Perform other project management duties as assigned.

Areas of Project Experience

Experience in one or more of the following areas is desirable:

• Solid waste management and infrastructure.
• Landfill development, expansion, closure, and remediation.
• Recycling and materials recovery facilities.
• Citizen disposal facilities.
• Composting and organics management facilities.
• Environmental remediation and restoration.
• Dams, flood-control infrastructure, and water resources.
• Dredging and sediment management.
• Stormwater and drainage infrastructure.
• Water and wastewater infrastructure.
• Environmental permitting and regulatory compliance.
• Public works and municipal capital improvement programs.
• Other environmental or infrastructure-related capital projects.

Qualifications

• Bachelor's degree in Civil Engineering, Environmental Engineering, Construction Management, Environmental Science, or a related field .
• Minimum 7 years of relevant project management experience , preferably involving environmental, solid waste, civil infrastructure, public works, or construction projects.
• Demonstrated experience managing projects through multiple phases, including planning, design, permitting, procurement, construction, and closeout.
• Experience coordinating engineering consultants, contractors, government agencies, and other project stakeholders.
• Strong understanding of project scope, schedule, budget, risk, quality, and change management.
• Ability to review and interpret engineering drawings, specifications, technical reports, cost estimates, schedules, and other project documentation.
• Excellent written and verbal communication skills.
• Strong organizational skills and the ability to manage multiple projects and competing priorities.
• Proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint. Experience with Microsoft Project or other project scheduling software is preferred.
• Ability to work independently while also functioning effectively within a multidisciplinary project team.

Preferred Qualifications

• Professional certification or license such as PE, PMP, CCM, or similar .
• Experience with municipal, County, State, or other public-sector capital improvement programs.
• Experience with environmental permitting and regulatory agencies, particularly in Maryland.
• Experience with landfill, solid waste, recycling, environmental, or water resources projects.
• Construction management or owner's representative experience.
• Experience managing projects involving multiple consultants and contractors.
• Familiarity with public procurement, construction contracts, change management, and payment processes.
• Experience with project controls, cost estimating, scheduling, and risk management.

Ideal Candidate

The ideal candidate is a hands-on, organized, and collaborative project manager who can effectively coordinate technical, environmental, construction, regulatory, and administrative requirements.

The successful candidate will be comfortable communicating with engineers, environmental professionals, contractors, regulatory agencies, County leadership, and field personnel. The individual should be able to identify issues early, coordinate solutions, maintain project momentum, and provide clear and concise information to County stakeholders and senior management.

Candidates with strong project management experience in environmental, solid waste, landfill, water resources, civil infrastructure, or related public works projects are encouraged to apply. Experience in every listed discipline is not required.

Work Environment

The position will involve a combination of office, field, construction site, landfill, and other project locations throughout Charles County. Regular site visits, project meetings, and coordination with County staff, consultants, contractors, and other stakeholders will be required.

The successful candidate will work as part of the Turner & Townsend Heery team supporting the Charles County Department of Public Works and will be expected to establish effective working relationships with County staff and external project stakeholders.
