Labor Relations Specialist

Working Title: Labor Relations Specialist Agency: Transportation Dept The Labor Relations Specialist is an integral part of the HR team that supports approximately 1,300 employees at MnDOT’s Metro District. This position performs human resource services and provides consultation for contract and policy administration, performance management, employee relations, arbitration issues, contract negotiations, and leave management. Job Duties Coordinate the drug and alcohol program testing process by scheduling employees and testers for random, return to duty, and follow‑up drug and alcohol screens. Coordinate the annual driver license verification process by conducting driver’s license checks, reviewing information, and notifying senior labor relations staff when follow‑up action(s) may be warranted. Review individual employee claims for unemployment insurance benefits to determine eligibility, respond to requests from DEED, and raise issues when warranted. Coordinate meet and confer meetings with unions including scheduling and attending meetings, recording and distributing minutes, publishing meeting agendas, and distributing agenda‑related materials to committee members. Assist supervisors and managers in conducting labor relations/employee misconduct investigations and managing employee performance under the guidance and direction of senior labor relations staff. Record and maintain labor relations data to ensure timely and accurate reporting and as required confidentiality of records. Provide support to the HR Director, labor relations staff, supervisors, and managers by serving as backup to the Metro Leave Coordinator and by researching and applying grievance‑processing procedures. Minimum Qualifications Two (2) years of experience performing professional employee relations or labor relations functions. Experience must include the following: Researching, analyzing, and interpreting information Preparing written summaries, reports, and other documentation Using databases to enter and track information Applying and advising on state and federal employment and labor laws, rules, and/or collective bargaining agreements, and ensuring compliance Advising and processing leave management to include Family Medical Leave and Minnesota Paid Leave and ensuring compliance A bachelor’s or master’s degree in human resources, Industrial Relations, Organizational Development, or a closely related field substitutes for one year of professional human resources experience. Preferred Qualifications Experience interpreting and applying bargaining unit agreements. Experience performing HR functions in public service (municipal, county, state, federal, or Tribal).
