What We Are Looking For We are seeking an experienced construction professional who thrives in a fast‑paced public agency environment and enjoys taking ownership of projects from pre‑construction through final closeout. The ideal candidate will bring strong experience managing public infrastructure projects, coordinating with contractors and consultants, reviewing construction documentation, resolving field issues, and serving as an owner’s representative during construction. This position is particularly well‑suited for candidates with backgrounds in construction management, resident engineering, public works construction, capital improvement programs, and municipal infrastructure delivery. Experience working with contractors, utility providers, consultants, and regulatory agencies throughout the construction process is highly desirable. The Team You’ll Be Leading The Construction Engineering Division plays a critical role in delivering the City’s capital improvement program and supporting construction activities associated with private development projects. As Construction Manager, you will oversee construction inspection and project delivery efforts while serving as a key liaison between the City, contractors, consultants, utility providers, and project stakeholders. You will help ensure projects are delivered safely, efficiently, and in compliance with approved plans, specifications, permits, and City standards. Projects and Responsibilities May Include Transportation and roadway improvement projects Utility and drainage infrastructure projects Public buildings and other public works projects Private development construction oversight Construction administration and contract management Consultant and contractor coordination Public agency and utility coordination Project closeout and acceptance activities Representative Duties Assumes responsibility for the construction management and inspection activities of the Development Services Department Manages and administers multiple private development and capital construction projects; manages contracts and ensures completion within budget, regulatory, and time constraints Coordinates activities with public utilities, outside agencies, and the public to resolve sensitive construction issues Responds to inquiries from the public, developers, contractors, and City staff regarding construction projects Identifies opportunities for improving service delivery methods and procedures; reviews and implements improvements, ensuring project reports and records are maintained Reviews and garners approval of construction submittals, change orders, schedules, and design changes; processes progress payments, change orders, and completion notices Directs construction operations, services, and activities in accordance with applicable regulations and safety standards Monitors work flow, assigns tasks, resolves problems, and evaluates work products or procedures; negotiates and resolves construction disputes and participates in claim defense Inspects and administers grading, storm drain, retaining wall, roadway, lighting, and surface improvements of private development projects Manages consultant project management, inspection, materials testing, and survey services; administers selection and negotiation of consultant contracts; monitors budgets and approves payments Oversees right‑of‑way permit process; reviews and approves applications, issues permits, and monitors conformance to excavation ordinance requirements Reviews and comments on plans and specifications for consistency and constructability; coordinates traffic‑handling plan approvals Attends professional group meetings; stays abreast of new trends and innovations in public works construction management Selects, trains, motivates, evaluates personnel; works with employees and HR on performance, discipline, and employee concerns Establishes and maintains safety programs; implements action plans; responds to injuries or illnesses Responds to after‑hours emergencies and on‑call duties as required Performs other related duties as required Qualifications Knowledge of operational characteristics, services, activities of a public works construction inspection program, principles and practices of construction management, program development, storm‑water compliance, standard specifications, regional plans; government laws, codes, and regulations; contract administration; civil, structural, electrical, traffic, geotechnical, mechanical engineering principles; budgeting, personnel management; business communication; safety; office procedures and computer applications including construction project management software; and English usage. Ability to oversee and participate in the management of construction projects and inspection program; supervise staff and contractors; develop program goals; research and evaluate service delivery methods; prepare and administer program budgets; prioritize projects; compile data and maintain records; provide high‑level customer service; maintain relationships with departments, officials, agencies; represent the department in public contacts; prepare reports; analyze problems; apply federal, state, local policies; review plans and specifications; operate office equipment; appreciate cultural diversity; communicate clearly. Education and Experience A bachelor’s degree from an accredited college or university with major coursework in civil engineering, construction management, or a closely related field is preferred and highly desirable. Equivalent experience, certification, licensure, or education will be considered in lieu of a degree. Five years of professional level construction management, project management, civil engineering, public works contract administration, or construction inspection experience, including two years of project management, administrative, and/or supervisory responsibility. Experience with construction project management, scheduling, and inventory software is desirable. License or Certificate Possession of an appropriate, valid driver’s license with a satisfactory driving record. Within six months of employment, a Qualified Storm‑Water Practitioner Certificate is required if the incumbent does not possess it at hire. Special Requirements Possession of certification or license related to civil engineering, inspection, or construction from the State of California, American Public Works Association, American Construction Management Association, International Conference of Building Officials, or an association of professional contractors is highly desirable.
