Business Analyst III (Acute Care/Fee-For-Service Products)

Brief Job Description The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) department seeks a qualified technical candidate to fill the position of Business Analyst III in the Acute Care Products & Governance team. This position reports to the Manager of Acute Care Products team within the Operations Management Division. The role serves as a technical Product Owner (PO) and performs highly complex (senior level) business analysis work. The Product Owner oversees the analysis, planning, coordination, implementation, and operational readiness of system enhancements impacting EDI transactions, encounter processing, managed care organizations (MCOs), providers, trading partners, and other Medicaid stakeholders. The role acts as the liaison between HHSC program areas, HHSC Information Technology, TMHP vendors, managed care organizations, and external stakeholders to ensure business needs are accurately understood, requirements properly defined, impacts thoroughly assessed, and system changes successfully implemented. This role requires analytical, leadership, communication, and facilitation skills, and the ability to manage multiple complex initiatives simultaneously while ensuring alignment with business objectives, operational needs, regulatory requirements, and strategic priorities. The ideal candidate is a self‑starter who exercises sound judgment, works independently with minimal supervision, and excels at analyzing and resolving complex system and operational issues. Essential Job Functions Product Owner – 80% Oversees Acute Care/Fee‑for‑Service projects, working closely with development teams, vendors, and stakeholders to align product vision, requirements, and technical execution. Coordinates priorities, features, stories, and critical impact on end users. Assists with project scope planning, timeline development, requirement gathering, and communication across HHSC program areas and vendor contacts. Contributes to the product/team backlog by collaborating with the Product Development Team and Solution Architects to break down business epics, document stories, design details, and acceptance criteria. Supports all project tasks within scope, budget, and schedule constraints. Assists in developing features and user stories, coordinating across multiple teams, and shaping product vision. Identifies, resolves, and escalates risks and issues by working with the project team to ensure product stability and quality. Participates in internal Epic refinement sessions to prepare business epics and stories for technical breakdown and planning. Serves as an advisor to product team members, providing guidance on technical aspects and best practices. Liaises to facilitate collaborative work across MCS to identify effective solutions for projects impacting Acute Care products. Communicates across teams, vendors, program, policy areas, and HHSC IT. Assists with coordinating and facilitating the analysis and determination of business needs and requirements for acute care system enhancement projects and modifications to complex automated systems and applications. Conducts technical knowledge and strategic conversations about product/system change, translating user needs into business requirements, establishing system modification priorities, and ensuring desired system outcomes. Presents findings to stakeholders and translates technical requirements, constraints, and progress to both technical and non‑technical audiences. Business User Acceptance Testing – 10% Coordinates and approves user acceptance testing within Acute Care systems prior to project completion and implementation. Assists with developing business scenarios that test changes made to automated systems. Monitors incorporation of system changes into applications in the test environment and oversees testing to ensure business requirements are met. Tracks progress, status, and communicates risks and issues to management. Other Duties – 10% Participates in workgroups and public meetings regarding acute care program and policy issues, initiatives, and Medicaid program changes. Conducts special investigations, studies, and program analysis projects. Oversees, monitors, and evaluates vendor contract requirements, ensuring compliance and contractor delivery per contract terms. Assists with creating and maintaining policy and procedure documents based on established processes. Knowledge, Skills, and Abilities Knowledge of: Acute care systems and processes. Business requirements gathering. Information technology for business applications. Agile methodology. Trading partner testing (TPT). User acceptance testing (UAT). Skill in: Strong critical thinking. Identifying business measures or performance indicators. Coordinating and resolving complex problems. Conducting research and identifying problem resolutions for acute care activities and projects. Leading and supporting multiple projects including project planning, tracking, and coordinating project activities. Developing and understanding business user requirements. Conducting/reviewing user testing of automated systems. Ability to: Plan, assign, and oversee the product team. Write and revise standards and procedures. Develop, evaluate, and interpret policies and procedures. Prepare reports. Work collaboratively across MCS to accomplish objectives. Communicate effectively, both orally and in writing. Work with stakeholders to gather requirements and explain technical information. Registration or Licensure Requirements Leading SAFe 6.0 Agilist certification or ability to obtain within six months. SAFe Product Owner Product Manager 6.0 certification or ability to complete within one year. Initial Selection Criteria Required: Experience serving as a Product Owner, Senior Business Analyst, Systems Analyst, Project Manager, or similar role supporting large‑scale healthcare or vendor‑managed systems. Experience within Agile, Scrum, SAFe, or hybrid project management environments. Experience performing analysis of complex automated systems and applications. Experience facilitating work across multiple teams, technical staff, and contracted vendors for business needs and requirements for modifications to complex automated systems and applications. Experience working with HHSC Acute Care/Fee‑for‑Service Medicaid programs and systems. Experience identifying, troubleshooting, and overseeing resolution of issues that impact systems. Preferred: Graduation from an accredited four‑year college or university with major coursework in business, healthcare administration, information systems, or a related field. Knowledge of Electronic Data Interchange (EDI), healthcare transactions, encounter processing, claims processing, managed care operations, provider communications, and healthcare system integrations. Experience as a Product Owner in an Agile Development environment. Experience working with Texas Medicaid and Healthcare Partnership (TMHP). Additional Information Your job histories must demonstrate how you meet the initial selection criteria at a minimum. Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the policy requirements of HHSC Human Resources compensation policy.
