Position Overview We are seeking a highly analytical, experienced, and hands-on Senior Manager of Cash Management and Treasury to oversee capital optimization and liquidity infrastructure for our U.S.-registered, self-clearing broker-dealer. Operating in a complex, fast-paced financial ecosystem, the ideal candidate will manage day-to-day liquidity flows across multiple clearing agencies while leading strategic initiatives to enhance scalability. This role requires an individual who can balance real‑time, cash‑intensive margin demands against strict regulatory requirements, while also designing and implementing process improvements in partnership with technology teams. The successful candidate will help transition the treasury function from manual workarounds to a scalable, automated operating environment. Key Responsibilities Day-to-Day Liquidity & Capital Management Clearing House Operations: Manage and optimize intraday and daily margin requirements across clearing institutions, including NSCC, OCC, and DTC. Risk Component Management: Monitor and calculate real‑time capital consumption resulting from NSCC Volatility (VaR) Charges, Margin Liquidity Adjustments (MLA) for concentrated positions, and Mark-to-Market (MtM) fluctuations. Liquidity Gap Mitigation: Manage the timing mismatch in which the firm must commit immediate intraday cash or collateral to clearing houses before client settlement funding is received. Stress Testing & Contingency Funding: Manage outlier trade flows, including scenarios where institutional client order size significantly exceeds available firm cash, by coordinating dynamic credit lines, pre‑funding arrangements, or strategic Step‑Out protocols with top‑tier prime brokers. Regulatory Capital & Compliance Integration Net Capital Guardrails: Partner with the Series 27 FINOP to ensure operational flows preserve the firm’s Net Capital compliance under SEC Rule 15c3‑1 and Customer Protection obligations under Rule 15c3‑3. Intraday Monitoring Compliance: Support real‑time reporting metrics to help ensure compliance with the Intraday Margin Standard under FINRA Rule 4210(d)(2). Capital Expansion Structuring: Evaluate and facilitate the issuance of compliant Subordinated Loan Agreements (SLAs) to expand regulatory Net Capital capacity during periods of accelerated business growth. Oversee execution requirements in accordance with FINRA and SEC rules, including minimum durations, subordination provisions, and repayment restrictions. Strategic Business & Platform Transformation Manual Gaps Remediation: Identify, redesign, and eliminate manual back‑office workarounds to reduce structural liquidity drag between trade capture and final clearing house funding. Algorithmic Guardrails: Help design and deploy dynamic pre‑trade concentration blocks and fat‑finger risk controls linked to percentages of Excess Net Capital. Understanding of global custody and networking arrangements: help to build not only strong processes, but effective and comprehensive reporting to keep management aware of moment‑to‑moment cash positions and needs. Maximize return on capital: identify, propose and implement actions that improve the efficient capital allocation and deployment. Required Qualifications & Experience Industry Experience: Minimum 7–10 years of direct treasury or cash management experience within a U.S.-registered, self‑clearing broker‑dealer. Clearing Mechanisms Knowledge: Deep technical familiarity with the rules, systems, and margin methodologies of NSCC (CNS, UTC 24/5), OCC (STANS), DTC and Clearstream. Regulatory Competency: Strong working knowledge of SEC Rule 15c3‑1 (Net Capital), SEC Rule 15c3‑3, and FINRA Rule 4210. Financial Instrument Expertise: Advanced understanding of the clearing and settlement mechanics of U.S. equities, short selling (stock loan), international equities, and complex derivative strategies, including vertical spreads, covered calls, and 0DTE options. Strategic Transformation Experience: Demonstrated success partnering with technology teams to implement collateral optimization dashboards. Licensing: Series 27 (FINOP) or Series 99 (Operations Professional) certification is preferred, but not required if technical expertise can be clearly demonstrated. Education: Bachelor’s degree in Finance, Accounting, Economics, or a related quantitative field required. MBA or CFA is a plus.
