Public Health Program Specialist
Location: Missouri / Remote with statewide travel
Schedule: Part-time, approximately 20 hours/week
Travel: Required throughout Missouri
Position Level: Professional / Individual Contributor
We are seeking an experienced Public Health Program Specialist to support a statewide initiative focused on mapping the services, resources, workforce capacity, and public-health capabilities available across local public-health agencies throughout Missouri.
This role combines public health, data analysis, systems mapping, stakeholder engagement, project coordination, and technical assistance .
The Specialist will work with local health departments, healthcare organizations, community partners, and other stakeholders to collect, validate, analyze, and report information related to public-health programs and resources.
The objective is to establish a reliable statewide baseline of local public-health infrastructure that can help identify service gaps, unmet needs, duplication of services, workforce limitations, resource distribution issues, and opportunities for improved collaboration.
The resulting information will support strategic planning, policy development, workforce planning, resource allocation, and equitable access to public-health services.
Key Responsibilities- Plan and execute a statewide local public-health service mapping project.
- Develop project goals, objectives, timelines, work plans, milestones, and evaluation measures.
- Collect comprehensive information regarding public-health programs, services, workforce capacity, and community resources.
- Validate, standardize, and maintain data received from participating agencies.
- Engage directly with administrators, leadership, and staff at local public-health agencies.
- Establish consistent statewide data-collection and reporting practices.
- Develop and maintain a statewide inventory of public-health services and resources.
- Apply systems-mapping and data-visualization techniques to illustrate service availability, resource distribution, capacity, and gaps.
- Analyze statewide data to identify trends, patterns, unmet needs, service duplication, workforce capacity, and resource limitations.
- Evaluate disparities in access to public-health services.
- Identify opportunities to improve coordination among agencies and community partners.
- Translate complex findings into actionable recommendations.
- Present findings and recommendations to leadership and public-health stakeholders.
- Provide technical assistance to participating local agencies.
- Train stakeholders on service-mapping methodologies, data-collection standards, and reporting requirements.
- Develop PowerPoint presentations, guidance documents, training materials, reports, and other supporting documentation.
- Follow applicable confidentiality, data-management, and public-health reporting requirements.
- Understanding of how public-health services are delivered through state and/or local public-health systems.
- Experience with one or more of the following:

- Public-health consulting
- Public-health program evaluation
Experience or knowledge of systems-level mapping concepts, including:
- Service mapping
- Resource mapping
- Process mapping
- Systems thinking
- Community asset mapping
- Service inventories
- Gap analysis
- Network mapping
GIS experience is a plus but is not mandatory.
Data Collection & Validation- Ability to establish structured data-collection methods across multiple organizations.
- Experience collecting, validating, standardizing, analyzing, and reporting data.
- Strong understanding of data quality and validation practices.
Ability to analyze complex datasets and identify:

- Resource distribution

The ideal candidate is a public-health professional with approximately 3–7+ years of relevant experience in public-health programs, local or state health departments, program evaluation, community health, systems/service mapping, or public-health data analysis.
The candidate should be experienced in collecting and validating information from multiple organizations, analyzing service availability and capacity, developing resource and service inventories, identifying gaps and trends, creating data visualizations, presenting findings, and providing technical assistance to public-health stakeholders.
