Duties This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction (CWMD), Washington, District of Columbia. The primary purpose of this position is is to serve as the Deputy Chief of Staff accountable to the Chief of Staff, CWMD for assisting, advising, and supporting the Assistant Secretary on management, administrative, policy, personnel, and protocol matters central to the accomplishment of the CWMD's mission. Duties performed: Work with senior management to identify, analyze, develop, and implement policies and strategies on a diverse array of management and administrative issues related to homeland security and oversee the execution of these policies and strategies.Assist the Chief of Staff in advising the Assistant Secretary and Principal Deputy Assistant Secretary on planning and conduct of management and administrative activities for CWMD.Shares fully with the Chief of Staff on the planning, direction, and execution of the Directorate. Incumbent is held accountable for meeting goals, objectives, and deadlines.Provide effective leadership/management to direct reports and staff who may be matrixed from other Federal agencies, state and local partners, etc.Represent the Chief of Staff, the Director, and DHS in conferences, testimonies, and negotiations with executive level officials.Requirements Conditions of EmploymentYou must be a U.S. citizen to apply for this position.You must successfully pass a background investigation. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.This is a Drug Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified as critical under the drug testing program) and must pass urinalysis testing, as required prior to appointment, reassignment, or transfer, and employee will be subject to random testing while employed with the Department in a TDP. QualificationsApplicants must demonstrate that they meet the Specialized Experience requirements as noted below.Specialized Experience:GS-15: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Assessing administration and business-related programs to improve their effectiveness and impact of an organization's accomplishments;Managing employees through performance evaluation, work acceptance and resolving grievances;Negotiating for policy or resources on behalf of an agency or organization; andCollaborating with principle leaders on the planning and execution of administrative policies and plans.
