Homeless Services, Coordinated Entry System ManagerICF’s Homeless Services team works with federal agencies, state and local governments, non-profits, and other community partners to implement evidence-based best practices and to innovate and identify new solutions to ending homelessness. ICF is currently seeking an experienced and mission-oriented candidate to support the management oversight, implementation, and operation of a Coordinated Entry System (CES) for a large Continuum of Care (CoC). The CES Manager will provide leadership, oversight, and operational management for the Continuum of Care's Coordinated Entry System. This position is responsible for ensuring the CES operates in compliance with HUD requirements, CoC policies, and community standards while achieving high levels of system performance, partnership engagement, and housing placement outcomes. The Manager serves as an operational leader for CES implementation and is responsible for translating policy into practice, ensuring consistent execution across participating providers, and maintaining a high-performing and compliant CES by providing leadership and supervision to direct reports.Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.Key Responsibilities: Coordinated Entry ImplementationProvide effective leadership to direct reports and CES-participating agency personnel on the implementation of CES in accordance with HUD requirements and CoC-defined CES policies and proceduresServe as the primary operational liaison between the CoC and housing providers participating in Coordinated Entry.Implement CoC CES policies, procedures, and requirements, including administration of CES assessment tools, prioritization policies, referral processes and workflows (including relevant HMIS technologies), project-level eligibility, and matching protocols, through both direct day-to-day work and through the effective supervision of staff.Develop excellent working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of CES processes, including those focused on referral and housing move-in for people experiencing homelessness.Maintain knowledge of community-based housing resources across an array of funding streams, program designs, and service delivery models to implement accurate and timely referrals from CES to housing and increasing CES outflow and throughput.Lead continuous quality improvement initiatives to improve effectiveness, efficiency, and equity within the Coordinated Entry process.Team and Partnership ManagementSupport team members meet professional goals and standards, identify growth areas, provide regular management and supervisory activities for direct reports, assurance team compliance with internal organizational and CoC-defined CES roles, responsibilities, and standards, and provide meaningful feedback to direct reports.Promote CES benefits to key external constituency groups, including community collaborators, other governmental agencies, and private organizations to enhance service integration for homeless populations, cultivating expanded partnerships and representing CoC and organizational interests.Facilitate provider meetings, case conferencing sessions, operational workgroups, and implementation committees.Resolve partner concerns related to referrals, prioritization, eligibility determinations, workflow implementation, and housing placement practices.Develop and implement communication strategies that strengthen provider participation and Coordinated Entry performance.Data Management, Monitoring, and ReportingOversee CES data quality monitoring activities, including accurate and timely collection of data and entry into the Homeless Management Information System (HMIS) and other CES data platforms as assigned.Work in partnership with CES senior leadership to analyze operational performance data, report to the CoC, and develop improvement plans when necessary.Analyze data to ensure alignment of system-wide CES standards and requirements, agency- or project-level eligibility, and program participation criteria.Implement the data quality standards and accountability measures for CES staff and participating providers, as defined by the CoC.Monitor key system performance indicators, related to referral acceptance, efficiency and efficacy of CES across discrete phases, housing utilization rates, and other key performance indicators to identify policy changes and process improvements.Minimum qualifications:Bachelors’ degree in fields related to Human Services, Public Policy and Administration, Business, or Social Work; master’s degree preferred; equivalent experience may be considered.Minimum 5 years experience in homeless services, coordinated entry, supportive housing, housing navigation, or homelessness system operations.Proven ability to manage teams, support professional development and growth, and ensure adequate supervision to ensure attainment of performance outcomes.Understanding of the Continuum of Care program and HUD Coordinated Entry Requirements as defined in the CoC Program interim rule and HUD Notice CPD-17-01 Notice Establishing Additional Requirements for a Continuum of Care Centralized or Coordinated Assessment System, plus HUD resources and guidebooks on CES topics.Experience managing multi-agency initiatives and stakeholder partnerships.Experience with HMIS (or similar data systems) and data-driven program management.Strong project management, facilitation, problem-solving, and organizational skills.Preferred qualifications:Understanding of McKinney-Vento Act and regulations governing the Continuum of Care (CoC) and Emergency Solutions Grants (ESG) programs and other federal mainstream housing and services programs Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment while meeting stringent deadlines.Experience interpreting data and analytical reports, identifying policy implications, and developing and delivering recommendations to executive leadership.Experience managing compliance monitoring and performance improvement initiatives.Experience developing Coordinated Entry policies, procedures, and quality assurance frameworks.#HCDLA#Indeed#LI-CC1Bot and Third-Party ApplicationsPlease note that this application must be submitted directly by the applicant for consideration.
