ADMINISTRATIVE SPECIALIST

Summary You will serve as a ADMINISTRATIVE SPECIALIST in the NAVAL INFORMATION WARFARE SYSTEMS COMMAND of NAVWARSYSCOM. Responsibilities You will be a seasoned HR professional with an intricate understanding of federal classification systems, compensation methodologies, HRIS proficiency, Defense Acquisition Workforce Improvement Act (DAWIA) statutory and regulatory requirements. You will serve as NAVWARs focal point for technical guidance on implementing and administering position classification programs. You will collaborate with Echelon II and III leadership to resolve complex classification issues, providing expert guidance and interpretation of classification policies and practices. You will mentor other classification specialists on the application of Office of Personnel Management classification standards, interpretation of classification appeals, and position management. You will apply a wide range of federal civilian human resources concepts, practices, laws, regulations, policies, precedents on classification and position. You will conduct research in the evaluation and classification of positions by using classification standards/guides to secure sound classification on positions; and advising on highly difficult and controversial position classification. You will provide advice, assistance and review on requests for highest previous rate; above the minimum pay setting; recruitment, retention, and relocation incentives; and other compensation and retention flexibilities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band DP-02 or DA-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating the ability to support position management, classification, compensation, HR data analysis, and program evaluation functions; interpreting and applying civilian HR laws, regulations, policies, and procedures; preparing written products and communicate recommendations to supervisors, managers, and HR stakeholders. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may or may not be authorized to eligible selectees. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
