Program Analyst

The primary purpose of this position is: To serve as a senior Air Force military rated aviator expertise in developing and disseminating Pacific Air Forces (PACAF) theatre strategy, and providing expert guidance and advice to PACAF/CC and other senior leaders. Conditions of Employment Continued This position is Emergency Essential (E-E). The incumbent must meet all requirements of E-E-positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During w crisis, the incumbent or designated alternate must continue to perform the-B-& duties until volioved-by-proper authority. The same-will be-required-to-take-part-in readiness-exercises. This position can-not be-vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series. SPECIALIZED EXPERIENCE Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes the ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions; comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS); and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual Events; thorough knowledge of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment and similar operations planning efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Plans, Strategy, and Programs. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance. Knowledge of the application of Air Force rated aviator (e.g. pilot, navigator) expertise as it applies to assigned programs and weapons systems. Skill in designing and conducting comprehensive studies, and preparing solutions to especially broad, important military operational contingency area. Ability to communicate clearly, concisely, and with technical accuracy both orally and in writing. PART-TIME OR UNPAID EXPERIENCE Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
