Client: Texas Health and Human Services Commission (HHSC) Location: Texas (Onsite) Work Arrangement: 100% Onsite No Remote Work Contract Duration: Initial 12 -month contract with potential extensions up to 36 months . State government projects are typically long-term engagements. Important Requirements Position is ONSITE at the location listed above (NO REMOTE WORK). Only LOCAL Texas candidates will be considered. Job Description The Texas Health and Human Services Commission (HHSC) is seeking an experienced Business Analyst 3 to support the Vital Statistics Section (VSS) and the Texas Electronic Vital Events Registrar (TxEVER) system. The Business Analyst will review, analyze, and evaluate business systems and user needs while developing solutions that align with business objectives. The ideal candidate will have extensive experience in business analysis, business process reengineering, requirements gathering, process mapping, and identifying technology solutions that improve operational efficiency. The selected contractor will support front-line business operations across multiple functional areas within the Vital Statistics Section. Responsibilities include documenting business and functional requirements, preparing solution options, conducting risk assessments, performing cost-benefit and ROI analyses, and developing detailed specifications for system enhancements and modifications. The Vital Statistics Section collects, registers, and amends vital records for legal and administrative purposes and uses vital records data to support mission‑critical public health functions. Due to increasing demand for services through the TxEVER system, HHSC is seeking a Business Analyst to ensure continuity of operations and support ongoing business initiatives. Responsibilities Review, analyze, and evaluate business systems and user requirements. Gather, document, and validate business and functional requirements. Analyze business processes and recommend improvements. Perform business process mapping and business process reengineering. Prepare solution options, risk assessments, cost-benefit analyses, ROI evaluations, and buy‑versus‑build recommendations. Develop detailed functional specifications and business documentation. Create project work plans, estimates, and monitor project progress. Support multiple business units within the Vital Statistics Section. Collaborate with business stakeholders, project managers, and technical teams. Prepare reports, presentations, and documentation for leadership. Manage small- to medium‑sized projects as assigned. Required Qualifications Candidates should have 8+ years of experience with: Interpreting Texas Vital Statistics laws, policies, procedures, and regulations. Microsoft Office Suite, including Word, Excel, PowerPoint, Project, and Visio. Business analysis methodologies. Project planning and organization. Analyzing and evaluating complex information technology applications, policies, and issues. Developing practical solutions to complex business and technical problems. Excellent verbal and written communication skills. Working independently while managing priorities and meeting deadlines. Establishing and maintaining effective working relationships. Negotiating with multiple stakeholders and resolving conflicts. Reading, interpreting, and preparing concise reports for management. Gathering, organizing, and analyzing information to recommend business solutions. Maintaining statistical and accounting records and producing data summaries.
