This position is located in the Metropolitan Police Department (MPD), Professional Development Bureau (PDB), Curriculum Development and Instructional Design Division (CDID). The purpose of this position is to serve as an Educational Assessment Specialist and contributes directly to the MPD’s commitment to excellence by facilitating data‑driven decision‑making and a systematic, sustainable, and effective process for the continuous improvement of training programs. It also involves designing curriculum for recruit and in‑service training, ensuring all curriculum uses best practices in adult learning theory including ADA compliance and that all curriculum is updated and maintained to reflect current department directives. Responsibilities Conducts a gap analysis of curricula and performs quality assurance tasks for various components of a curriculum. Evaluates the alignment of learning objectives, assessments (including test items, rubrics, etc.), learning activities, and instructional materials. Designs, writes, and/or revises formative and summative assessments that are aligned to approved learning objectives and consistent with evidence‑based best practices in curriculum, instruction, and assessment. Assesses the validity, reliability, and fairness of assessment instruments, and recommends corrective actions if needed. Utilizes software, hardware, and cloud‑based systems to create and maintain files, perform version control and audits, generate reports, interpret data, and disseminate findings to internal and external audiences. Communicates and collaborates effectively with stakeholders (sworn officers and professional staff) in the CDID division, Professional Development Bureau, MPD Academy, and other units in and outside MPD. Prioritizes work effectively in a situation with shifting or competing priorities. Employs strong communication, critical thinking, collaboration, interpersonal, and project management skills to facilitate successful and timely completion of projects. Attends team and departmental meetings. Learns and implements new and emergent technologies related to assessment, curriculum development and instruction tasks. Performs other assessment, curriculum, and instruction related duties as assigned by direct supervisor or CDID senior leadership team. Performs other related duties as assigned. Qualifications Comprehensive knowledge of theories and current best practices in curriculum design, assessment, and instructional design. Demonstrated experience conducting evaluation and assessment of education/training programs. Ability to collect, analyze, interpret, and visualize data to provide meaningful insights and recommendations that enable continuous improvement of curricula. Demonstrated experience partnering with cross‑functional teams to improve curricula at a large, complex organization. Demonstrated experience successfully managing projects to meet deadlines, prioritizing work effectively in an environment with shifting or competing priorities. Excellent communication, interpersonal, technological, and analytical skills. Proficiency with statistics. Proficiency in using a wide range of software for productivity, collaboration, data analysis and visualization, and project management, as well as learning management systems. Ability to work both independently and as a member of a team. Ability to establish and maintain productive working relationships with individuals from diverse backgrounds and from other units in an organization. Licensures, Certifications And Other Requirements Not applicable. Education High School Diploma is required. Bachelor’s degree in education or related discipline is preferred. Work Experience Applicants must have at least one (1) year of specialized experience equivalent to at least the CS‑09 grade level, or its non‑District equivalent, gained from public or private sector. Examples of specialized experience for this position include experience conducting educational assessments and evaluation initiatives at a higher education institution or specialized professional training program (i.e., police academy, medical school, etc.); applying a wide range of quantitative and qualitative methods to measure, analyze, and evaluate the effectiveness of education/training in meeting established goals and standard; and gathering and analyzing data and information from multiple sources to generate and disseminate findings and recommendations to a broad range of stakeholders. Work Environment The work is performed in an office setting. Occasionally travel off‑site to similar settings, in order to accomplish work objectives. The incumbent is required to possess and maintain a valid motor vehicle operator’s permit. Residency Requirements If the position you are applying for is in the Career, Management, Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
