Duties

Help

• Develops long and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals.
• Advises management on recruitment strategies, sources, special programs, recruitment, relocation and retention incentive programs.
• Provides guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria in support of recruitment and placement processes.
• Conducts briefings and/or informational sessions for managers or the workforce on human resource related topics to foster understanding and acceptance of new and/or revised HR regulations, policies and practices.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
• One year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience : One year of specialized experience which includes providing full recruitment lifecycle civilian human resources (HR) services to customers; researching and interpreting civilian HR laws, regulations, policies, and practices to resolve complex HR issues; advising management on recruitment strategies and priority programs; utilizing automated HR systems to create a variety of human resources products (vacancy announcements, referral lists, personnel actions, etc.); and retrieving and/or analyzing HR data and reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
