We are seeking an experienced and results-driven Facilities Maintenance Supervisor / Construction Project Manager to lead facility maintenance operations while managing construction, renovation, and capital improvement projects throughout our organization.

This position is responsible for the oversight, maintenance, and long-term planning of more than 35 residential, program, and administrative properties located throughout DuPage County and portions of Cook County . The successful candidate will provide leadership to maintenance staff, manage outside contractors and vendors, oversee project budgets and timelines, and ensure that all properties remain safe, compliant, accessible, and well-maintained. The position also serves as a key resource during facility emergencies and operational disruptions, requiring responsiveness and sound decision-making to support the organization's programs and services.

Essential Responsibilities

Facilities Operations & Maintenance Leadership

• Supervise and coordinate the daily activities of the Facilities Department and maintenance team.
• Manage maintenance operations and service requests across more than 35 organization properties.
• Oversee work order systems and ensure timely completion of repairs, preventive maintenance, inspections, and facility improvements.
• Develop and implement preventive maintenance programs for building systems, equipment, and infrastructure.
• Assess facility deficiencies involving structural, electrical, plumbing, HVAC, and related building systems and implement corrective action plans.
• Provide leadership, coaching, training, and directions to Facilities staff and temporary personnel. 

Construction & Capital Project Management

• Manage construction, renovation, maintenance, and capital improvement projects from planning through completion.
• Coordinate activities with contractors, consultants, vendors, government agencies, and internal stakeholders.
• Develop and monitor project schedules, budgets, documentation, inspections, and project deliverables.
• Review plans, blueprints, specifications, and construction documents to ensure quality and compliance.
• Monitor project progress and recommend corrective actions to maintain scope, budget, and schedule objectives. 

Contract Administration & Vendor Management

• Prepare and administer Requests for Proposals (RFPs), Requests for Qualifications (RFQs), bid packages, and vendor selection processes.
• Coordinate contracts, purchase requisitions, change orders, invoices, and project documentation.
• Verify contractor licensing, insurance, bonding, and compliance requirements.
• Develop and maintain strong working relationships with vendors, contractors, consultants, and service providers. 

Regulatory Compliance & Safety

• Ensure compliance with applicable federal, state, and local buildings, fire, life safety, environmental, and accessibility regulations.
• Coordinate ADA accessibility initiatives, hazardous materials compliance, and life safety programs.
• Support emergency preparedness, evacuation planning, risk management, and regulatory inspections.
• Monitor facility conditions and ensure corrective actions are completed promptly and effectively. 

Budgeting & Administrative Oversight

• Assist with annual capital planning, operational budgeting, and long-term facility planning.
• Monitor project costs, departmental expenditures, invoices, and financial records.
• Prepare reports and maintain accurate records related to Facilities operations and projects.
• Participate in organizational committees and serve as a representative of the Facilities Department when required. 

Requirements:

Required

• Associate degree, technical training, or equivalent experience in Construction Management, Facilities Management, Building Trades, Business Administration, or a related field.
• Minimum of four (4) years of progressively responsible experience in facilities maintenance, construction project management, building operations, contract administration, or related functions.
• Experience supervising staff, contractors, vendors, or project teams.
• Working knowledge of facility systems, maintenance operations, construction practices, project management, and regulatory compliance.
• Strong organizational, communication, budgeting, and problem-solving skills.
• Valid driver's license with an acceptable driving record.
• Must possess and utilize a reliable personal vehicle to travel between RGA locations throughout DuPage and Cook Counties. 

Preferred

• Experience managing multi-site facilities operations.
• Experience overseeing capital improvement or renovation projects.
• Knowledge of ADA compliance, life safety requirements, fire codes, and hazardous materials regulations.
• Experience in nonprofit, healthcare, educational, residential, or human services environments. 

Trainable Skills

• RGA-specific systems, procedures, and policies.
• Internal work order and facilities management software.
• Organization-specific purchasing and budget processes.
• Internal documentation and regulatory reporting standards.

Work Environment, Travel & On-Call Requirements

This exempt position operates in both office and field settings and requires frequent travel between residential homes, program sites, administrative facilities, and construction project locations throughout DuPage County and portions of Cook County.

The normal work schedule is Monday through Friday, 7:30 a.m. to 4:00 p.m. While the position generally follows a daytime schedule, it is also responsible for participating in an on-call rotation and responding to facility-related emergencies, urgent maintenance issues, life-safety concerns, weather-related events, and other operational needs that may occur outside of normal business hours.

Candidates must possess a valid driver's license, maintain an acceptable driving record, and provide their own reliable vehicle for business travel between RGA locations.

The position requires the ability to inspect facilities, walk properties and job sites, navigate stairs, and perform essential job functions with or without reasonable accommodation.
