GENERAL DESCRIPTION Performs highly advanced (senior-level) managerial work providing direction and guidance for the operations of the Juvenile Justice Training Academy (JJTA) in alignment with the mission, vision, and strategy of the Texas Juvenile Justice Department. The JJTA provides training to agency staff, ensures compliance with certification requirements for juvenile probation and supervision officers, and provides technical assistance to county juvenile probation departments throughout the state. Leads a division of staff to develop, evaluate, and deliver training that will equip agency staff with the professional skills needed for succeeding in their roles and achieving the goals of the department. Works closely with the Directors of Secure Facilities and Integrated Treatment to determine operational needs and establish implementation plans. Work involves overseeing the timely and efficient delivery training methods through innovative and progressive learning initiatives; guides the assessment of training needs and utilizes research methods to identify current trends, best practices, and evidence-based research to proactively develop curricula; continually evaluates and improves all efforts to enhance training topics and service delivery with the goals of raising the knowledge, confidence, and skill levels of all training participants; works cooperatively and in partnership with internal and external resources; accurately maintains training records for agency staff and juvenile justice stakeholders; and provides high quality service to expedite the certification process for juvenile officers in Texas. Demonstrates exceptional judgment, discretion, and professionalism in handling highly sensitive, confidential, and complex information. Exercises sound discernment in prioritizing issues, managing competing demands, and determining when matters should be elevated to executive leadership. Maintains strict confidentiality regarding personnel matters, legal issues, strategic initiatives, executive communications, and other sensitive agency information. Consistently acts with integrity, protects confidential information, and serves as a trusted representative of the Executive Office in all interactions. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week, be on-call, and travel. ESSENTIAL DUTIES Develops the agency training plan and effective training scheduling and delivery strategies; oversees the development of agency-wide communications regarding training opportunities and program implementation. Develops and implements regular needs assessments to identify performance gaps and tailor training and support to meet the needs of agency staff. Monitor performance measures to ensure training initiatives improve staff competency and performance. Connects learning initiatives directly to the Agency mission, vision, pillars, and values. Ensures a stepped realistic approach to training implementation at secure facilities, halfway houses, parole offices, and provides guidance to probation departments in doing the same. Collaborates with agency subject matter experts to drive implementation of best practices and programs, toolkits, training materials, handbooks, and other resources. Develops, reviews, and evaluates budget requests; recommends staffing and funding for program activities; establishes funding priorities; and develops budgets for conferences and all training events. May represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees. Functions as a liaison with external training entities to form collaborative relationships for training partnerships with TJJD; oversees contracts related to the delivery of training programs. Plans, assigns, and supervises the work of others; and uses leadership and teambuilding skills to motivate department staff to work toward common objectives and goals. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures:
Qualifications: MINIMUM QUALIFICATIONS Bachelor's degree with major course work in criminal justice, behavioral science, business administration, public administration, human resources, education, or a related field. Ten years of full-time wage-earning experience that may be a combination of the following: experience in the oversight, administration, or management of a business function, division, or department related to training, probation systems, corrections, mental health, supervision/detention programs, technology; or training experience in any field; and/or conference and event planning experience for small, medium and large conferences, seminars and training programs on a state and/or national level. Four (4) years of the required experience must be in a supervisory/management position that oversees, manages, or directs a program or operation involving the type of work described above. PREFERRED QUALIFICATIONS • State agency program experience. • Advanced degree in any related field. • Knowledge of the Texas juvenile justice system, juvenile corrections, and community-based juvenile probation system. • Displayed understanding and application of adult learning theories. • Advanced expertise in the use of all Microsoft Office products (Word, Publisher, Visio, PowerPoint, Excel, and Access). • Publication, writing, technical writing, and editing experience. • Planning and project management experience and use of Microsoft Project software. Experience and Education Substitutions: One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis. Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.

- Knowledge of adult education and training procedures, principals, practices, and techniques, and instructional and curriculum design.
- Knowledge of the principles and practices of public administration and management.
- Knowledge of local, state, and federal laws, rules, regulations, statutes, and agency policies relating to juvenile probation officer certification and TJJD direct-care training requirements.
- Knowledge of Modern learning technologies, platforms, and learning management systems.
