Financial Management Specialist

Drug Enforcement Administration

Summary

This position is located in the DEA, Financial Management Division (FC), Office of Finance (FN), Payment Support Unit (FNAP).

This position(s) primary purpose is to manage DEA's financial management processes, including Unified Financial Management System (UFMS) technical workflow, undelivered orders, payments, and financial policy and procedures.

Help

As a your typical work assignments may include:

  • Ensures all cash and electronic payments are supported by proper documentation and conform to Federal, DOJ, and DEA policy and procedures.
  • Responds to data calls or requests for information from within the DEA organizational component and outside DEA by maintaining databases, writing and running queries against databases, and presenting information in written and graphical formats.
  • Reviews and resolves complex payment certification issues through the use of the financial system and other related financial applications.
  • Develops and presents action plans designed to provide sustained financial management improvement across targeted sites such as Domestic, Foreign, or HQ divisions/offices.

Applicants must meet the required qualification requirements described below by the closing date of the announcement. If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcripts with your application.

Applicants applying for the GS-09 must meet one of the following requirements:

A. Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-07 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifying experience must demonstrate the following: 1) Monitoring and tracking accounts payable records in accordance with applicable policies and/or regulations; 2) Utilizing financial management automated systems to run complex financial queries; 3) Providing recommendations to improve financial management processes; and 4) Assisting with identifying and resolving issues affecting the financial operations of agency programs.

OR

B. Education: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B or J.D., if related.

OR

C. Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

Qualifying experience must demonstrate the following: 1) Managing and overseeing accounts payable records in accordance with applicable policies and/or regulations; 2) Utilizing financial management automated systems to run complex financial queries, analyze financial data, and prepare reporting tools; 3) Evaluating financial management processes to develop and implement workflow recommendations; and 4) Serving as a technical resource to identify and resolve complex issues affecting the financial operations of agency programs.

B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

C. Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
