Weekly Work Hours 40 Compensation Range Administrator Range E07 Salary Minimum $102,900.00 Annually FLSA United States of America (Exempt) Position Type Administrator Job Summary The Senior Director, Labor Market Intelligence Center (LMIC) reports to the Executive Director, Research Institute. The incumbent expands and directs a college-wide Labor Market Intelligence Center, serving Academics, Student Success, Workforce, Advancement, and Operations and oversee the Labor Market Strategy that will ensure a strong pipeline of relevant career-connected opportunities for Dallas College students in the future of work in Dallas County. The Senior Director, LMIC experienced, highly collaborative leader with a proven track record of applied labor market analysis for program alignment in higher education. Essential Duties & Responsibilities Program Evaluation and Alignment: Assess each program of study to determine if it meets workforce demand/opportunity and thus facilitates economic mobility by preparing students for current jobs and jobs of the future. The system assesses the alignment of each program of study with student pathways leading to completion of credentials of value. The system supports the annual program review process with Associate Provosts and other academic leadership by using labor market intelligence and program effectiveness metrics to align and strengthen programs of study and overall institutional effectiveness. Sector Intelligence & Context for Strategic Planning: Inform Dallas College leaders and sector teams with shared intelligence and context needed to make informed, aligned decisions about program investment and sector strategy across the DFW region. This system provides a common, evidence-based intelligence foundation to support industry and sector planning led by Campus Presidents and each School's Associate Provost. It focuses on supplying timely, consistent context about the regional environment in which Dallas College operates. Dallas College prioritizes nine key industries/sectors for strategic focus. For each sector, the system synthesizes labor market and regional intelligence (e.g. employment trends, occupational demand, wages, skills and competencies, employer landscape, geographic distribution, and equity and access considerations) to inform planning, prioritization, and alignment across the institution. Leads and markets LMIC develop partnerships with local, regional and national funders and business leaders who may hire the unit for research services. Expand and lead a college-wide Labor Market Intelligence Center that will inform strategic decisions across Dallas College as follows: Program Evaluation and Alignment: Assess each program of study to determine if it meets workforce demand/opportunity and thus facilitates economic mobility by preparing students for current jobs and jobs of the future. Sector Intelligence & Context for Strategic Planning: Inform Dallas College leaders and sector teams with shared intelligence and context needed to make informed, aligned decisions about program investment and sector strategy across the DFW region. Leads and markets LMIC to develop partnerships with local, regional and national funders and business leaders who may hire the unit for research services. Collaborate with stakeholders and constituents to create and provide additional career connections for students and resources for employers. Inform Dallas College's role in economic development and opportunity initiatives and opportunities throughout the region and the state. Create a future-of-work Labor Market Strategy using experience with labor market projections and insights. Oversee the strategic direction and operations of the LMIC and partner with the Schools and Student Success divisions. Lead a team of multiple LMI Analysts who will be responsible for integrating labor‑market intelligence into the design of program offerings within the Schools. Develop and manage high-level program-alignment outcomes reporting. Oversee the management of all Labor Market Analysis tools for the division. Completes required Dallas College professional development training hours per academic year. Required Dallas College Professional Development Hours per Academic Year. (MUST BE INCLUDED) All employees are required to complete a minimum of 19 hours. People leaders are required an additional 16 hours of leadership development. Perform other duties not listed as assigned. (MUST BE INCLUDED) People Leader Specific Duties Exercises full discretion and decision-making authority in the recruitment, selection, hiring, mentoring, coaching, development & termination of staff, ensuring alignment with organizational goals, budgetary constraints, and workforce planning strategies. Drive high performance by administering the performance management process timely, setting clear expectations, conducting performance evaluations, and implementing initiatives that enhance employee engagement, motivation, and retention. Minimum and Preferred - Education, Experience, and/or Certifications Required Qualifications for Role Master's degree. Official transcripts required. Three (3) years of progressive responsibility in administrative and/or educational leadership roles. Three (3) years of experience working with labor market intelligence to guide educational and workforce initiatives and decisions. Demonstrated successful experience in applying Labor Market Research to inform strategic decisions, drive changes in higher education programs and forecast changes to labor market conditions. Preferred experience working as a labor market economist. Demonstrated understanding of working across the community to create economic opportunities and living-wage jobs for underserved/marginalized populations. Some positions may be subject to a fingerprint check. *** Knowledge, Skills, and Abilities Required Qualifications for Role Knowledge of the purpose of community colleges and the vision of Dallas College. Experience leading or managing major change initiatives including knowledge and skill in process improvement, project planning, conflict resolution, team building, customer service, and data-based decision-making concepts. Ability to identify and address opportunities and challenges that arise as a result of Dallas College's program evaluation and alignment, and its sector intelligence & context for strategic planning. Experience working with labor market data systems and applying analytics to help guide decisions. Knowledge of college programs and offerings. Knowledge of the Dallas economy, including employer and workforce needs and challenges. Ability to analyze multi-layered problems and propose solutions. Knowledge of best practices/trends in labor market alignment. Knowledge of compliance with pertinent state and federal laws and regulations. Knowledge of current research and policy recommendations as well as state and national initiatives related to improving economic mobility and opportunities for underserved populations. Experience in strategic planning, assessment of program(s) effectiveness, and development of guidelines to improve the educational and career outcomes for students. Employ data-informed decision making and use predictive analytics. Staff of the LMIC is in the form of a virtual or hybrid team, with some on-site workdays for team planning, directed by the Executive Director and based on the needs of the team members.
