SOR REGIONAL PROGRAM MONITOR I (REPOST) (PROGRAM ADMINISTRATOR I Addiction (FULL-TIME CONTRACTUAL)

Main Purpose of Job This two‑year contractual position will serve as a Program Administrator/SOR Regional Program Monitor for the State Opioid Response grant (SOR). SOR is a Substance Abuse and Mental Health Services Administration (SAMHSA) initiative designed to increase and expand access to treatment and recovery support; advance substance use prevention in coordination with other federal efforts and improve retention in care using a chronic care model. The role involves oversight of behavioral health SUD/OUD and stimulant prevention, treatment, and recovery support services statewide. Responsibilities include monitoring contracts, MOUs, COAs, SOWs, and interagency agreements with local behavioral health authorities, core service agencies, local addiction authorities, health departments, universities, state agencies and community‑based organizations. The Program Administrator will conduct site visits (virtual and on‑site) to ensure compliance and effective service delivery. Additional duties involve program evaluation and data analysis to report on effectiveness and impact. The position must implement fidelity monitoring plans, use fidelity checklists, produce quarterly reports, and ensure completion of all grant deliverables. Compliance with program implementation and responsiveness to complaints or concerns regarding the project are also required. The position is hybrid telework eligible. Minimum Qualifications Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field. Experience: Six years of professional experience in health services; at least three years in addiction‑related treatment or services for persons with alcohol or other substance addiction; and at least two years at a managerial or supervisory level. Substitutions: A Master’s or Doctorate degree in a health or human services field can replace up to two years of required general experience. A Bachelor’s degree in another field plus one additional year of professional experience in health services can replace the required education. U.S. Armed Forces military service as a commissioned officer in Health Care Administration or Health Services Administration can replace required experience and education on a year‑for‑year basis. Desired or Preferred Qualifications Knowledge of addiction/substance use disorder (SUD) and mental health services, treatment modalities, and evidence‑based practices. Understanding of modern treatment and rehabilitation techniques and best practices for SUD and MH. Familiarity with program monitoring, planning, and administrative procedures, including governmental accounting, budgeting, and public personnel administration. Knowledge of public relations and capability to develop and evaluate administrative procedures for monitoring SUD and MH programs. Strong verbal and written communication skills; ability to communicate clearly and concisely. Experience interpreting and applying departmental policies and procedures. Benefits Contractual employees eligible for the State Employee and Retiree Health and Welfare Benefits Program may receive subsidized health benefits for themselves and dependents. Employees pay 25% of premiums, with the State of Maryland subsidizing 75%. Dental coverage, accidental death and dismemberment insurance, and life insurance can be elected but the employee pays full premium.
