Role Overview
We are seeking an experienced, analytical, and hands-on Project Controls & Facility Operations Manager to direct operational coordination, technical oversight, and frontline workforce management at a major mission-critical facility. In this role, you will merge strategic planning with direct leadership to ensure the seamless execution of building operations, facility maintenance, regulatory compliance, and continuous improvement initiatives.

This is a high-impact leadership position for a seasoned professional who excels at managing unionized teams, optimizing maintenance workflows, and enforcing rigorous safety standards. You will oversee daily work order processing, administer preventive maintenance lifecycles, collaborate with key stakeholders, and drive operational excellence across all site-based building systems. Key Responsibilities
Technical & Operational Management
• Workforce Supervision: Lead, direct, and supervise on-site Foremen and union Building Operators (managing teams of 10-15 staff), ensuring full compliance with service level agreements and union contracts.
• Operations & CMMS Coordination: Coordinate, process, and track all work order requests, maintenance activities, and trouble calls utilizing Computerized Maintenance Management Systems (CMMS/QFM) and Building Automation Systems (BAS).
• System Oversight: Oversee complex building infrastructure-including HVAC, plumbing, electrical, and mechanical systems-interpreting technical drawings, schematics, and operational contracts.
• Task Execution: Assign, schedule, and monitor maintenance tasks from initiation to final closeout, ensuring uncompromising quality and reliability.

Process, Compliance & Safety
• Regulatory Governance: Enforce site-specific union agreements, risk management policies, safety protocols, environmental regulations, and contractual obligations.
• Asset & Lifecycle Planning: Administer preventive maintenance programs, asset tracking, facility optimization initiatives, and long-term equipment lifecycle planning.
• Safety Leadership: Lead safety enforcement, hazard assessments, workplace inspections, technical/compliance training, and incident investigation/resolution.
• Emergency Response: Develop, review, and execute emergency response procedures, disaster recovery plans, and coordination with local emergency services.

Financial, Inventory & Administrative Oversight
• Resource & Inventory Control: Manage procurement, inventory levels, spare parts, consumables, and critical maintenance supplies, overseeing inventory audits and purchase orders.
• Workforce Planning: Create and track workforce schedules, utilization metrics, and cost data to optimize staffing levels and operational expenses.
• Reporting & Collaboration: Serve as the primary operational point of contact for internal teams, contractors, helpdesk personnel, and senior leadership, generating comprehensive daily, weekly, and monthly operational reports.

Qualifications & Requirements
Minimum Qualifications
• Experience Baseline: Minimum of 5+ years of professional experience in facility management, project controls, or technical operations leadership within large, complex, or unionized environments (such as transportation hubs, transit stations, healthcare facilities, or large commercial complexes).
• Technical Mastery:
oComprehensive expertise in building systems, including HVAC, plumbing, electrical, mechanical infrastructure, BAS, and CMMS/QFM platforms.
oDemonstrated history of supervising frontline, unionized technical staff and administering union agreements.
oStrong working knowledge of regulatory compliance, QA/QC standards, safety management, and contract administration.
• Core Competencies: Exceptional organizational, problem-solving, and communication skills; high initiative with the ability to work independently and make sound operational decisions under pressure.

Preferred Attributes
• Professional certifications such as FMP (Facility Management Professional), PMP (Project Management Professional), or LEED credentials.
• Direct experience managing complex facilities with strict regulatory oversight and high public traffic.
• Proven background in driving continuous process improvement and energy efficiency initiatives.
