HR Leave & Payroll Compliance Lead

Leave Administrator Winston‑Sen lam State University (WSSU) is seeking a highly skilled Leave Administrator to oversee payroll‑related duties, including administration of all SHRA and EHRA leave types, workers compensation, overtime and compensatory time, on‑call back pay, shift premium pay, voluntary shared leave, leave reporting, timesheet processes, and related payroll operations. This role works closely with the Chief Payroll Administrator, the HRIS Consultant, and the Payroll Specialist to execute monthly and bi‑weekly payroll operations. Additional responsibilities include managing workers' compensation programs, coordinating safety reporting, and providing training and guidance on leave administration. Key Responsibilities Maintain comprehensive knowledge of state, UNC System, and university leave policies and guidelines. Interpret and apply state and federal leave regulations, overtime compensation, compensatory time, and related pay. Process monthly longevity payments and payments for separating employees. Collaborate with the Benefits Consultant, payroll, and records staff to ensure accurate leave rules, accrual tables, and validations. Monitor leave accruals and complete annual leave roll processes, verifying balances. Prepare monthly leave audit reports identifying discrepancies and compliance concerns. Generate separation reports to prevent overpayments during employee separations and retirements. Maintain compensatory absence reporting and submit annual fiscal year compensated absence report to the state. Monitor and report on voluntary shared leave and parental leave, tracking eligibility, usage, approvals, and compliance. Develop forecasting and overpayment prevention reports to identify leave exhaustion and payroll discrepancies. Track FMLA, voluntary shared leave, personal leave, bereavement leave, sick leave, vacation leave, and workers compensation leave to ensure proper documentation and compliance. Manage short‑term disability and other leave programs, maintaining accurate records and supporting documentation. Verify service credit with former employers and update service dates in Banner. Resolve leave reporting discrepancies and collaborate with campus departments to ensure data integrity. Communicate policy updates, procedural changes, and compliance reminders. Follow up promptly with employees and supervisors regarding missing reports or documentation. Provide professional, confidential, and sensitive customer service. Present during new‑employee orientation sessions, offering guidance on leave administration and compliance. Administer the university’s workers’ compensation program per North Carolina regulations. Coordinate the entire workers’ compensation process, including incident reporting, claim submission, medical tracking, payroll impacts, and return‑to‑work. Serve as the primary contact for workers’ compensation matters. Coordinate reasonable accommodations and monitor transitional duty assignments. Coordinate OSHA reporting requirements and ensure accurate injury records. Assist with audits, legal inquiries, unemployment hearings, and compliance reviews related to workers’ compensation and leave matters. Position Details Position Classification Title: Human Resources Professional, Generalist FLSA Status: Exempt Position Class: 89674 Appointment Type: Permanent Full‑Time Building and Room: 137D Anderson Center Normal Work Schedule: 8 am–5 pm, Monday–Friday; evenings and weekends as required Salary: $47,379–$53,194 Requirements and Preferences Required Qualifications Bachelor’s degree and 2–3 years of Human Resources experience or equivalent education and HR experience. Strong understanding of HR principles, employment law, and HRIS systems. Ability to maintain confidentiality and exercise good judgment. Excellent communication, interpersonal, and problem‑solving skills. Strong organizational skills and ability to manage multiple priorities. Knowledge of federal and state leave laws (e.g., FMLA). Preferred Qualifications 4–5 years of related Human Resources experience. Experience in higher‑education or public‑sector HR environment. Familiarity with HR systems such as PeopleAdmin, Banner, or equivalents. Experience conducting training sessions and leading system implementations or enhancements. Professional HR certification (e.g., PHR, SHRM‑CP) highly desirable. Strong communication and interpersonal skills. Attention to detail and confidentiality. Understanding of HR principles, laws, and regulations. Team‑working skills and ability to manage multiple priorities.
