Human Resources Director

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. - Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. - Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. - Coordinates and confers with department heads and appointed and elected officials to resolve personnel problems, exchange information, and provide guidance; reviews and evaluates departmental operations and procedures; and assists in the development of new personnel programs and services. - effective practices which are consistent with Local, State, and Federal guidelines and best practices. - Maintains the Countys Personnel Policy Manual; ensures that all policies meet relevant federal and state law requirements; issues manuals to new hires and receives signed receipts; assures that changes are approved by County Commission; and ensures all employees receive copies of changes. - Directs the development, implementation, maintenance and administration of human resource management systems. - Maintains the job classifications and pay scales, surveys other entities for job duties and pay ranges. - Develops, establishes and monitors the departmental annual budget and modifies as necessary. - Manages employee/labor relations. - Manages the required training program for the County, such as sexual harassment, diversity, and workplace violence; develops training for non-public safety personnel; and delivers training for supervisors as needed. - Maintains the official personnel records for County employees; processes terminated employee paperwork; ensures that personnel records are kept according to the Record Retention Laws; and ensures that employee medical records are kept in separate files. - Administers and maintains all relevant guidelines, such as the wage and salary system, employee recordkeeping, classification system, recruitment, employee discipline, and benefits system. - Investigates a variety of problems, complaints, and proposals as requested. Counsels aggrieved employees and applicants alleging discrimination or unfair practices. - Maintains a healthy and productive workforce through the administration of employee health and safety and wellness programs. - Directs the payroll function to ensure employees are paid timely and accurately. Prepares and remits quarterly tax returns and W2s - Collaborates with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention. - Performs related work as assigned. ::: {language="JavaScript"} ::: ### Qualifications Bachelors Degree in Human Resource Management, Business or Public Administration or related discipline. Four (4) years of human resources, benefits management or related experience or an equivalent combination of education, training, and experience.
