Behavioral Health Program Manager

Job Title
Under general supervision of the Health Services Division Manager, this position will assist in implementing operating procedures in evidence-based clinical programming, as well as public health program management.
Essential Job Functions
The essential job functions include:
- Supervising staff, providing instruction to employees; planning and assigning work; evaluating and approving/disapproving leave requests; approving timesheets; checking final work to ensure compliance with established policies and procedures; recommending the hiring of new employees; recommending disciplinary action; providing feedback on work performance for employees; completing performance evaluations for employees.
- Planning, implementing, and administering programs that provide services to the public. Ensuring effective evaluation of the programs occurs at least every three years.
- Assessing community needs and coordinating resources to enhance existing programs.
- Writing grants to develop new funding sources.
- Preparing and administering programs budgets, with administrative oversight.
- Analyzing policies and procedures to improve program efficiency and effectiveness.
- Negotiating, administering, and monitoring contracts.
- Ensuring adherence to federal, state and local laws, rules, and regulations.
- Maintaining working relationships with community agencies and organizations.
- Monitoring budget expenditures.
- Developing programs to create community awareness of service availability.
- Must complete all training as designated or assigned.
- Performs other duties as directed or assigned.
Knowledge/Skills
The knowledge and skills required include:
- Knowledge of current management techniques and general business practices.
- Knowledge of the Diagnostic and Statistical Manuals IV/V.
- Knowledge of the Medicaid billing system.
- Knowledge of clinical assessments.
- Knowledge of behavioral health education and treatment.
- Knowledge of public program planning, development, budgeting, and management, community needs and resources, grant development and administration.
- Knowledge of principles and practices of effective supervision, principles and practices of providing social services to culturally diverse populations.
- Knowledge of software applications commonly used in program management.
- Knowledge of federal, state, and local funding sources.
- Knowledge of at least one of the following specialty behavioral health areas: Permanent Supportive Housing, Jail Diversion/Reentry, or DWI treatment.
- Skill in managing, evaluating, and training personnel. Ability to prepare accurate, complete, and legible reports using correct English grammar; to add, subtract, multiply, divide, and calculate percentages.
- Skill in analyzing programs and services and structuring new programs and improvements.
- Ability to effectively interact with others to communicate verbally, plan, schedule, and train staff, delegate, motivate, and react quickly and appropriately to emergency situations.
- Ability to operate various word-processing, spreadsheet, presentation, and database software programs.
- Ability to share and obtain required information in a confidential, professional, and efficient manner.
- Ability to interpret complex federal, state, and local regulations and guidelines, address the public and professional groups, analyze administrative, personnel, and organizational problems and identify appropriate solutions, train and effectively manage staff, perform outreach services, establish and maintain effective working relationships with employees, other agencies, and the public, follow written and verbal instructions, and communicate effectively verbally and in writing.
Minimum Qualifications
The minimum qualifications include:
- Masters' Degree in Counseling, Social Work, or closely related field.
- Two (2) years of work experience in a clinical setting.
- Two (2) years of supervisory experience.
- Must obtain and maintain independent licensure (LPCC, LMFT, LISW, or LCSW) within twelve (12) months of hire.
- Completed New Mexico EDGE Public Supervisor certification will substitute for two (2) years of required supervisory experience.

Working Conditions:
Work is performed primarily in an office environment. While performing the duties of this job, the employee regularly uses standard office equipment and is typically required to use manual dexterity, routine hearing, verbal communication and visual acuity to complete standard tasks, may also be required to stand, walk, and sit, reach with hands or arms. Occasional travel and overtime work may be required. Ability to lift up to 20 lbs.
Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties. Candidate must obtain and/or maintain all certifications required.
