Help

• Serves as a senior J62 expert on Defense Acquisition policies, governing statutory/regulatory authorities (FAR, DFARS, DLAD), and DoD directives-specifically DoDI 5000.75 (Defense Business Systems Requirements and Acquisition)...
• ...and DoDI 5000.02 (Adaptive Acquisition Framework)-providing authoritative advice and operational guidance to Program Managers, J62 leadership, and Integrated Product Teams (IPTs).
• Leads and supports the end-to-end development, synthesis, and review of comprehensive Acquisition Strategies (AS), Acquisition Plans (AP), Business Case Analyses (BCAs), Analyses of Alternatives (AoAs)...
• ...and related milestone decision documentation for major automated information systems and modern software acquisitions across the DLA enterprise.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support:

1. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

• Leading or authoring comprehensive defense acquisition documentation-such as Acquisition Strategies, Acquisition Plans, Business Case Analyses (BCAs), and milestone decision packages-for major IT initiatives or Defense Business Systems (DBS) in accordance with DoD 5000 series policies (e.g., DoDI 5000.75, DoDI 5000.02, or the Adaptive Acquisition Framework).
• Developing complex pre-award procurement packages, including Performance Work Statements (PWS), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Market Research Reports, and Source Selection evaluation plans under the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
• Collaborating directly with Contracting Officers (KOs), Program Managers (PMs), and General Counsel to strategically navigate and resolve complex procurement and contract administration challenges, contract modifications, scope disputes, and risk mitigation strategies.
• Conducting cost-benefit analyses, risk-adjusted return-on-investment evaluations, or lifecycle cost assessments to evaluate, prioritize, and defend alternative IT and automated business system investments at Milestone Decision Authority (MDA) or Authority to Proceed (ATP) gate reviews.
• Aligning acquisition programs with enterprise IT portfolio budgeting, POM (Program Objective Memorandum) submissions, and spend plans, ensuring acquisition milestones adhere to approved baseline cost, schedule, and technical requirements.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
