Job Description and Duties

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the HR Systems & Programs Section Leader (Supervisor II), the Transactions Manager is responsible for the management and operation activities pertaining to the Personnel Transactions Unit (PTU), which perform a variety of personnel transactions, position control, and personnel management policy memos for the department.

This position requires reporting to an HCD office a minimum of four days per week. In limited cases, at the Department’s discretion, an employee may be approved to work in a remote-centered capacity on a temporary basis until appropriate office space becomes available. Under California Government Code Section 14200, telework-eligible employees must reside in California. The designated headquarters location will be based on the employee’s primary residence and may be updated if HCD criteria are met.

This position is limited term for 12-months but may be extended to 24 months, and/or may become permanent at a later date, pending budget approval.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Demonstrated experience leading, supervising, or providing technical direction to staff performing California State civil service personnel transactions, payroll, benefits, or related human resources functions.
• Strong knowledge of and experience interpreting and applying California State civil service personnel laws, rules, policies, procedures, collective bargaining agreements, and control agency requirements.
• Experience researching, analyzing, and resolving complex personnel transactions, payroll, benefits, salary, appointment, leave, and/or position-related issues.
• Experience working with California State control agencies, such as the State Controller’s Office (SCO), California Department of Human Resources (CalHR), and/or California Public Employees’ Retirement System (CalPERS).
• Experience using human resources information systems; experience with PeopleSoft HCM and/or Time & Labor is highly desirable.
• Demonstrated ability to develop and implement policies, procedures, training materials, and other resources that promote operational consistency, accuracy, and compliance.
• Strong leadership, analytical, organizational, and problem-solving skills, with the ability to exercise sound judgment, manage competing priorities, and meet critical deadlines in a high-volume environment.
• Excellent written and verbal communication skills, with a demonstrated ability to provide responsive customer service and communicate complex personnel information effectively to staff, management, executives, and other stakeholders.
• Well-developed organizational and time management skills

Statement of Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD. 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to a formal interview. Resumes, cover letters, or any other documents cannot substitute the SOQ.

When completing the SOQ, number your responses, include all relevant experience, education, and training, as applicable, and explain all answers thoroughly.

Your SOQ should not exceed two (2) pages, it should be single-spaced, organized, and responses numbered, you must use Arial 12-point font and address the following:

1. Describe your experience leading or overseeing a personnel transaction, payroll, benefits, or other technical human resources function. Provide a specific example that demonstrates how you established priorities, supported staff, ensured work was completed accurately and timely, and maintained compliance with applicable polices, procedures, laws, rules, or control agency requirements.
2. Describe a complex personnel, payroll, benefits, or human resources issue you were responsible for resolving. Explain the issue, how you analyzed the situation, the resources or stakeholders you consulted, the decision or recommendation you made, and the outcome.
