The Victims of Violence (VOCA) Case Manager provides trauma-informed, culturally responsive, and survivor-centered case management services to individuals affected by crime, violence, or exploitation. This includes refugees, immigrants, and other vulnerable populations.

The role ensures clients receive comprehensive support services including safety planning, advocacy, crisis intervention, and long-term stabilization in accordance with Victims of Crime Act (VOCA) guidelines and agency policies.

Essential Duties and Responsibilities

1. Trauma-Informed Case Management

• Conduct intake, risk, and needs assessments for survivors of violence
• Develop individualized service plans focused on safety, stabilization, and recovery
• Provide ongoing, strengths-based case management and crisis intervention
• Support clients experiencing domestic violence, sexual assault, trafficking, or other violent crimes

2. Advocacy & Client Support

• Advocate for clients within legal, healthcare, housing, and social service systems
• Assist with protective orders, victim compensation applications, and referrals to legal services
• Accompany clients to court proceedings, appointments, or service agencies when needed
• Ensure services are delivered in a culturally and linguistically appropriate manner

3. Coordination of Services

• Collaborate with community partners including shelters, hospitals, law enforcement, and legal aid providers
• Coordinate referrals for mental health counseling, emergency shelter, housing assistance, and financial support
• Maintain strong partnerships with local and statewide victim service networks

4. Documentation & Compliance

• Maintain accurate, timely, and confidential case notes in compliance with VOCA and agency standards
• Track client progress, outcomes, and service delivery data
• Ensure compliance with federal VOCA guidelines, reporting requirements, and audit standards
• Participate in program monitoring, evaluation, and quality assurance activities

5. Outreach & Community Engagement

• Conduct outreach to underserved immigrant and refugee communities
• Provide education on victim rights, trauma recovery, and available services
• Participate in community events, coalitions, trainings, and interagency meetings

Required Qualifications

• Bachelor's degree in Social Work, Psychology, Human Services, Public Health, Criminal Justice, or related field; 
  equivalent experience may be considered
• Minimum 1–2 years of experience in case management, victim services, or related field
• Knowledge of trauma-informed care and crisis intervention principles
• Strong documentation, organizational, and communication skills
• Ability to work with diverse cultural and linguistic populations
• Proficiency with Microsoft Office and electronic case management systems

Preferred Qualifications

• Experience working with refugees, immigrants, asylum seekers, or survivors of trauma
• Bilingual or multilingual ability strongly preferred, including Somali, Arabic, Spanish, Swahili, Dari, Pashto, French, etc.
• Familiarity with VOCA funding requirements and compliance standards
• Experience in domestic violence, sexual assault, or human trafficking services
• Crisis intervention or victim advocacy certification Key Competencies

Work Environment

• Combination of office-based and community-based work
