VICE PRESIDENT, INFORMATION TECHNOLOGY
East West Region


Position Summary
The Vice President, Information Technology - East West Region is the senior technology leader accountable for IT operations, service delivery, and acquisition integration across the East West Region. Reporting to the Chief Information Officer, this executive serves as a trusted operational partner and right hand to the CIO, with responsibility for regional infrastructure, telecommunications, applications, support services, financial management, vendors, and technology risk.

This is a hands-on executive operator role. The Vice President will set direction and build a durable operating model while remaining close enough to the work to personally engage in major incidents, vendor escalations, integration decisions, and complex cutovers. The role must balance speed, service, cost, compliance, and continuity in a geographically distributed home health and hospice environment where technology performance can directly affect clinicians and patient care.

The Vice President directly leads the Director of IT Services and Customer Support and is accountable for the effectiveness of the broader regional team, including EMR management and support, Tier 1 general support, employee onboarding and offboarding, and systems administration. The role collaborates closely with East West Region leadership, the CIO, and the Chief Executive Officer.

First-Year Leadership Priorities
  • Stabilize technology operations and protect business and clinical continuity through Day 1 and the post-close transition period.
  • Deliver technology separation and exit Transition Services Agreements
    on schedule, with clear dependencies, tested cutovers, and accountable owners.
  • Transition regional infrastructure and telecommunications into Central Pyramid governance and operating practices without disrupting patient care.
  • Establish reliable inventories, architecture records, support documentation, vendor records, contracts, runbooks, and site-level dependencies.
  • Rationalize vendors, contracts, licenses, and services to improve accountability, control cost, and reduce avoidable complexity.
  • Build an effective regional IT operating model, including service ownership, support tiers, escalation paths, performance measures, and team development.
Regional IT Leadership and Service Delivery
  • Provide executive leadership for regional IT operations and translate enterprise strategy into clear operating priorities, service commitments, roadmaps, and measurable results.
  • Lead the Director of IT Services and Customer Support and, through that leader, the regional EMR, support, onboarding and offboarding, and systems administration functions.
  • Guide the transition of designated EMR support personnel into a broader Tier 1 general support model while preserving appropriate application expertise and escalation coverage.
  • Establish service ownership, support tiers, service levels, escalation procedures, operational reviews, and user-experience measures appropriate for office-based, mobile, and remote employees.
Acquisition Integration, Separation, and TSA Exit
  • Own the regional technology integration roadmap, including milestones, budgets, dependencies, risks, decision points, resources, cutover plans, rollback plans, and executive reporting.
  • Lead the technology work required to exit Transition Services Agreements on schedule and establish sustainable Central Pyramid ownership of services, contracts, data, assets, access, and support processes.
  • Coordinate Day 1 readiness and post-close integration across applications, identities, endpoints, sites, connectivity, voice, cybersecurity, vendors, data, and end-user support.
  • Partner with business, clinical, finance, human resources, compliance, legal, and operational leaders to sequence change around patient care and business-critical workflows.
  • Establish repeatable technology due diligence, inventory, transition, and decommissioning practices for acquisitions, divestitures, office openings, moves, and closures.
Infrastructure, Telecommunications, and Workplace Technology
  • Maintain executive accountability for the availability, performance, security, lifecycle, capacity, and cost of regional infrastructure, workplace technology, and connectivity services.
  • Govern the managed network relationship with Lumen, including circuits, performance, outage escalation, provisioning, service-level compliance, site transitions, capacity planning, and cost management.
  • Oversee Meraki branch networking and Cisco Webex Calling services, including architecture alignment, operational performance, number and device transitions, emergency calling, carrier coordination, and major incident escalation.
  • Provide oversight for Microsoft 365, identity, endpoints, branch technology, printing, faxing, monitoring, backup, business continuity, and disaster recovery within the regional operating scope.
  • Ensure accurate inventories, diagrams, configuration records, vendor contacts, service agreements, telephone-number records, circuit details, and site-specific dependencies are maintained and tested.
Clinical and Business Applications
  • Provide regional operational governance for clinical and business applications, including service ownership, availability, access, release coordination, incident management, vendor performance, adoption, and continuous improvement.
  • Ensure effective support and integration for the regional application
    portfolio, including Homecare Homebase and associated clinical, workflow, revenue-cycle, learning, prescribing, referral, and interoperability platforms.
  • Partner with clinical, operational, and revenue-cycle leaders to prioritize application needs, improve workflows, manage change, and address issues that affect quality, compliance, productivity, or patient care.
  • Maintain disciplined change, release, testing, documentation, and escalation practices for production systems and integrations.
Financial, Vendor, and Contract Management
  • Develop, manage, forecast, and report the regional IT operating and capital budgets; explain variances; and align spending with integration milestones, operating needs, risk, and business priorities.
  • Build business cases and financial models for investments, renewals, consolidations, and service changes, including total cost, implementation risk, operational impact, and expected value.
  • Select, replace, and manage vendors within delegated authority; negotiate commercial and service terms; and maintain clear accountability for delivery, security, support, and cost.
  • Establish vendor scorecards, service reviews, escalation paths, renewal calendars, license controls, and contract-performance measures.
  • Rationalize overlapping services, contracts, licenses, and support arrangements while protecting continuity and required capabilities.
Security, Compliance, and Risk
  • Execute enterprise cybersecurity, privacy, architecture, and technology-control requirements across the region in partnership with the CIO and the Security, Privacy, Compliance, and Legal functions.
  • Ensure regional operations support applicable HIPAA Privacy, Security, and Breach Notification Rule requirements, including access control, minimum necessary, auditability, integrity, authentication, transmission security, incident response, and workforce practices.
  • Maintain regional risk registers, remediation plans, control evidence, audit readiness, business continuity plans, recovery procedures, and third-party risk follow-through.
  • Ensure timely escalation, containment, investigation support, communication, and corrective action for cybersecurity, privacy, availability, and technology-control incidents.
  • Embed least privilege, separation of duties, change control, secure onboarding and offboarding, and documented exception management into regional operations.
Executive Partnership and Governance
  • Advise the CIO, Chief Executive Officer, and East West Region leadership on technology performance, investment choices, integration progress, risk, service health, and decisions requiring executive attention.
  • Translate clinical and business priorities into sequenced technology plans, and communicate tradeoffs, dependencies, financial impacts, and operational risks in clear executive terms.
  • Establish regional technology standards and operating practices within enterprise governance, architecture, security, and compliance requirements.
  • Use dashboards and operating reviews to drive accountability for service, budget, projects, vendors, risks, and team performance.
Decision Authority
  • Within approved budgets, delegated authority, enterprise policies, and governance, this position may independently:
  • Approve regional IT purchases within budget and allocate operating and capital resources.
  • Select, replace, and manage vendors and negotiate contracts and commercial terms.
  • Hire, organize, restructure, and manage the regional IT team.
  • Establish regional standards and operating procedures consistent with enterprise architecture, security, privacy, and compliance requirements.
  • Approve production changes through established change-control processes and direct operational response to major incidents.
  • Material enterprise risks, cybersecurity or privacy matters, exceptions to enterprise architecture or standards, major strategic technology decisions, and contracts outside delegated authority must be escalated to the CIO and other designated executives.
Required Qualifications
  • Fifteen or more years of progressively responsible information technology experience, including at least seven years leading complex IT operations, infrastructure, service delivery, or integration functions.
  • Substantial leadership experience in healthcare technology operations
    and a strong working knowledge of HIPAA, healthcare cybersecurity, privacy safeguards, and the operational importance of clinical-system availability.
  • Demonstrated success leading merger, acquisition, separation, or divestiture technology programs, including Day 1 readiness, Transition Services Agreement exits, cutovers, and post-close stabilization.
  • Experience leading technology across a distributed, multi-site workforce with a combination of branch, mobile, and remote users.
  • Broad operational knowledge of enterprise infrastructure, Microsoft 365, identity, endpoints, networking, telecommunications, service management, business continuity, and cybersecurity controls.
  • Proven ownership of IT budgets, forecasts, capital planning, vendor selection, contract negotiation, license management, and service-level performance.
  • Experience leading leaders and multidisciplinary teams, establishing operating models, improving service performance, and developing organizational capability through change.
  • Executive-level communication and judgment, with the ability to brief senior leaders, make decisions under pressure, challenge vendors constructively, and build trust with clinical and operational stakeholders.
  • Bachelor's degree in information technology, business, engineering, healthcare administration, or a related field, or equivalent combination of education and directly relevant executive experience.
Preferred Qualifications
  • Leadership experience in home health, hospice, post-acute care, or another highly distributed patient-care delivery model.
  • Operational and integration experience with Homecare Homebase and related clinical, interoperability, workflow, referral, learning, prescribing, or revenue-cycle platforms.
  • Experience overseeing Lumen connectivity, Meraki network infrastructure, Cisco Webex Calling, or comparable managed network and unified communications platforms.
  • Experience operating in a private-equity-backed, rapidly growing, or acquisition-intensive healthcare organization.
  • Master's degree or relevant executive, project, service-management, healthcare IT, security, or infrastructure certifications.
