The Chief Financial Officer will provide specialized assistance in assessing, evaluating, and implementing Departmental policies and programs within the OST Offices, as well as in budget formulation and execution, accounting and financial management, and special high-level projects. Is expected to have a broad base of technical budget knowledge and operating program expertise and to work with key offices in OST and the Office of Management and Budget (OMB) and with Congressional Staff. Furthermore, the incumbent acts as a principal advisor to senior executive and political staff on complex fiscal policies and successfully navigates sensitive, high-visibility matters impacting the OST.

Under the direction of the Departmental Deputy Chief Financial Officer, the Chief Financial Officer will perform such duties and assignments as:

• Provide direction and leadership necessary to implement Departmental and budgetary policies, procedural and instructional material, financial policies, and processes for all OST offices.
• Manage the budget formulation and execution process for the Office of the Secretary, including monitoring performance against critical deadlines, identifying and resolving technical budget issues, and coordinating staff projects and budget processes that cut across functional areas.
• Formulate OST's annual budget submissions, including developing guidance and working with executive staff to determine OST's priorities. Plan and direct the consolidation and review of the budget estimates submitted by the OST offices into a comprehensive budget. Make recommendations on program levels and specific items to include in the budget estimates, and oversee the preparation of budget estimates for presentation to the OMB and Congress.
