DESCRIPTION Under the general direction of the Vice Chancellor Operations Management and Capital Programs (OMCP) the Associate Vice Chancellor & University Architect for CPM (AVCUA-CPM) is responsible for establishing the strategic direction and overall management of planning, design, and construction for all campus and medical center capital projects and acts as professional advisor to the Vice Chancellor-OMCP, Chancellor, Regents, as requested, and other University officials on matters relating to the design, construction, and cost containment of facilities. The AVCUA will work with the VC and Chancellor to plan a physical vision for the future development of the campus and be responsible for implementation of that vision in a sustainable and progressive manner. The Associate Vice Chancellor & University Architect, CPM exercises management responsibilities over the following areas: pre-design and design management, overall project coordination, stakeholder management, project management, construction administration, inspection services, engineering services, and contracts. The AVC will develop and lead an organization of professionals equipped and qualified to provide exceptional results that meet or exceed expectations of our stakeholders and community through directing and managing a professional organization responsible for the planning, design, construction, and administration activities of all capital projects and assures compliance of campus facilities with codes and other governmental requirements for public health and safety. Develops and utilizes innovative contractual and delivery techniques to deliver facilities in an expedient and cost-efficient manner. The AVCUA-CPM serves as the Designated Building Official. Responsibilities include review and approval of construction documents, issuance of building permits, Authority Having Jurisdiction (AHJ) including enforcement and interpretation of building codes, federal, state, and local legislation and regulations that affect design and construction of UC San Diego capital projects, delegated authority to execute minor capital (>750,000) construction contracts, inspector of record for all construction work on campus and medical centers, Certification of Substantial Completion; Notice of Completion and in conjunction with Campus Fire Marshal, co-sign Certificates of Occupancy. Directs through subordinates multiple large and complex critical business units impacting broad constituencies across major portions of the organization. Identifies objectives, manages human, financial, and physical resources, and functions with a high degree of autonomy, while coordinating with senior leadership. Determine, develop and ensure the implementation of wide-ranging fiscal controls and accountability measures for cost containment and identification of required project enhancements such as customer requested and approved equipment changes that impact infrastructure and cost. Accountable for formulating and overseeing the implementation of operational policies for major business functions. Operational performance can affect overall organization-wide performance and reputation. Directs through subordinate managers the development of strategic goals and objectives to achieve accountability and stewardship of university resources in a manner consistent with campus objectives and initiatives. QUALIFICATIONS Bachelor's degree in related area and / or equivalent experience / training. Master's degree is preferred. Degree in construction management, architecture, engineering, planning, project management or related field and/or a combination of education and experience. Master's degree preferred. Must possess a current architecture license with the ability to obtain a California architecture license within six months of hire. Must be an ICC Certified Building Official. Expert knowledge of and experience in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state and federal legislative processes, financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests. Typically, a minimum of 15+ years of demonstrated progressively responsible experience, at least 10 of which are at the management level, and a successful track record in construction contracting and management in research universities, hospitals or similar large scale facility environments, urban planning, and/or capital program development. Demonstrated extensive project and/or construction management work experience and ability to manage the construction of multi-year, large, complex facilities projects. Thorough knowledge of complex facility operations, as well as engineering and architectural systems and applicable codes, standards, and regulations in a university, hospital, and research laboratory environment. Expert knowledge of the organization, including its vision, mission, goals, achievements and short and long range strategic plans including capital projects planning and development. Demonstrated conceptual and analytical skills, and technical expertise necessary to assess complex, technical, operational and performance design/construction issues and make recommendations for resolution as informed by the Chancellor and Campus leadership. Demonstrated experience with strategic planning and business process design; knowledgeable in the theories of project management and process performance measurement. Demonstrated experience in managing organizational change in a complex environment. Expert skills to lead, direct and manage personnel including selection, training, evaluating and as required, taking corrective action. Exceptional leadership, collaboration, communication, and customer service skills. A demonstrated embrace of diversity within the immediate workforce while serving a very diverse community. Strong supervisory skills with the ability to act within personnel guidelines and in the best interest of the employee, department and organization. Ability to effectively hire, motivate, organize, and supervise employees. Expert written, verbal and interpersonal communication skills, including skill to work effectively with multiple constituencies to advance organizational objectives. Advanced writing skills. Demonstrated outstanding verbal communication and presentation skills to effectively interact with all segments of the campus community, customers, key stakeholders and public agencies. Demonstrated advanced, complex budget management skills. Demonstrated experience in projecting budget costs, coordinating multiple projects, adapting programmatic objectives to changes in resources, and establishing priorities as affected by budgetary issues to ensure on-time and on-budget delivery. Demonstrated knowledge as evidenced through experience of Cost containment options value Engineering and methods to insure the best project for the lowest cost. Superior negotiation and contract administration skills. Exceptional interpersonal skills to effectively and professionally interact with a diverse university and external populations using tact and diplomacy, resourcefulness, good judgment, understanding, and persuasion. Knowledge of sustainability principles and practices (as validated, for instance, by standing as a LEED Accredited Professional). SPECIAL CONDITIONS Job offer is contingent upon satisfactory clearance based on Background Check results. Pay Transparency Act Annual Full Pay Range: $180,900 - $400,300 (will be prorated if the appointment percentage is less than 100%) Hourly Equivalent: $86.64 - $191.71 Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
