Infrastructure Program Manager (ROE & Special Construction) Reports To: SVP of Sales & Marketing Location: Phoenix, AZ Job Summary Wecom Fiber is expanding its fiber network across Arizona and Nevada through BEAD-funded and privately funded initiatives, with growing demand from developers, multi‑tenant property owners, HOAs, and commercial customers. The Infrastructure Program Manager sits within the sales organization and serves as the connective tissue between sales opportunities and the infrastructure work required to deliver them. This individual contributor role is responsible for securing Right of Entry (ROE) agreements, building entrance agreements (BEAs), and access approvals from developers, HOA boards, property managers, and building owners—and for managing the implementation of special construction projects tied to commercial and MDU sales wins. Success in this role is measured by how quickly access is secured, how reliably special construction projects are delivered, and how well sales commitments are honored on the ground. Key Responsibilities ROE & Property Access Origination Lead ROE, BEA, and access agreement negotiations with developers, HOAs, property managers, and commercial building owners. Build and maintain relationships with key developer accounts, property management firms, and HOA boards across target markets. Partner with Account Executives during the sales cycle to remove access barriers before they jeopardize deals. Maintain a pipeline of pre‑secured ROEs in priority footprints to accelerate future sales. Special Construction Project Management Manage implementation of special construction projects tied to commercial sales, MDU builds, new developments, and custom enterprise builds. Own the project lifecycle from sales handoff through scoping, design coordination, construction execution, and customer turn‑up. Coordinate timelines and commitments made during the sales process with engineering, construction, and operations teams. Track project economics (CapEx, customer contribution, payback) and elevate scope or cost changes that impact deal terms. Sales Enablement & Cross‑Functional Execution Serve as the sales organization's primary point of contact for infrastructure feasibility, access status, and special construction questions. Provide deal‑level guidance to sales on what is buildable, on what timeline, and at what cost. Partner with Engineering, Construction, Operations, Legal, Marketing, and Finance to align on scope, agreements, and customer commitments. Provide regular status updates to sales leadership on high‑value opportunities and at‑risk builds. Stakeholder & Compliance Management Coordinate with municipalities, counties, utilities, and internal legal resources where required to support property access work. Ensure agreements meet federal, state, and local requirements, including BEAD compliance where applicable. Maintain accurate documentation of ROEs, BEAs, approvals, and project milestones to support audit readiness and funding validation. Process Improvement Identify recurring bottlenecks in ROE negotiation, special construction handoff, and sales‑to‑delivery workflows. Recommend and implement process improvements that shorten time‑to‑build and improve sales win rates in access‑constrained properties. Qualifications Bachelor's degree in Business, Engineering, Construction Management, Real Estate, or related field preferred. 3–7 years of experience in telecom, real estate, or infrastructure roles involving property access negotiation, MDU/commercial fiber deployment, or developer relations. Demonstrated success negotiating ROEs, BEAs, easements, or similar property access agreements. Working knowledge of OSP fiber construction (aerial and underground) sufficient to scope and manage special construction projects. Familiarity with developer, HOA, and commercial property decision‑making processes. Strong negotiation, relationship‑building, and commercial instincts—comfortable operating inside a sales organization. Ability to manage multiple complex projects and active negotiations simultaneously. Excellent communication skills and comfort engaging with executives, HOA boards, property owners, and municipal stakeholders. Proficiency in Microsoft Office, CRM tools (Salesforce or equivalent), and project management tools. What Success Looks Like ROEs and BEAs secured in advance of, or in lockstep with, sales opportunities — not as a downstream blocker. Special construction projects delivered on the timelines committed during the sales cycle. A growing inventory of pre‑secured access in priority developer, HOA, and commercial footprints. Higher sales close rates in MDU, commercial, and new‑development segments. Clean compliance documentation and strong working relationships across sales, engineering, construction, and legal.
