Psychologist Program Manager - Behavioral Health Integrated Program

Position Overview The Behavioral Health Integrated Program (BHIP) Supervisor is a clinical and administrative position that has program management and direct supervisory responsibilities over the clinical, training and administrative areas of three BHIP teams within the Outpatient Behavioral Health Division. The BHIP Supervisor is responsible for monitoring program data to ensure effectiveness and efficiency of treatments and for continuing process improvement. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. Education. Have a doctoral degree in psychology from an APA, PCSAS, or CPA accredited graduate program. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. There are no VHA assignments that require school psychologist skills; thus a school psychologist degree does not qualify. OR Have a doctoral degree in any area of psychology and successfully complete a re‑specialization program (including an approved internship) in an APA or CPA accredited program, with the specialty consistent with the assignment. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a primarily psychological dissertation. Internships. Have successfully completed a professional psychology internship training program accredited by APA or CPA at the time of completion, consistent with the assignment. OR New VHA psychology internship programs applying for APA accreditation are acceptable if sanctioned by VHA Central Office Program Director for Psychology and VHA Office of Academic Affiliations at the time of internship. OR VHA facilities that offered full‑time, one‑year pre‑doctoral internships prior to PL 96‑151 are considered acceptable. OR Applicants who completed an unaccredited internship may be considered eligible only if currently board certified by the American Board of Professional Psychology in a specialty consistent with the assignment; maintenance of board certification is required. OR Applicants with a 1951–1978 doctoral degree may fulfill this requirement by having an equivalent one‑year supervised internship experience at an acceptable site; a statement from the doctoral program must verify completion if not on transcript. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Grade Determinations Psychology Program Manager, GS‑14 Experience: At least three years of experience as a professional psychologist, with at least one year at GS‑13 grade level. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs: Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. Knowledge of and ability to utilize evidence‑based practices and clinical practice guidelines appropriately and guide staff in using these tools. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and viewpoints. Skill in managing and directing the work of others to accomplish program goals and objectives. Ability to translate management goals and objectives into well‑coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards. Ability to analyze organizational and operational problems and develop and implement solutions that result in sound operation of the program. Physical Requirements The position is primarily sedentary, with some bending, walking and stooping required. The candidate must be able to read printed material and distinguish colors, such as reading computer screens, and must accurately perceive depth to move around the work space safely and make contact with patients and staff.
