Higher level of supervisory responsibility as part of the School Police Department chain of command. Responsibility includes directing the work of subordinates by planning, organizing, and coordinating work with other internal and external stakeholders. Requires advanced knowledge of law enforcement techniques, methods, and principles acquired through specialized training, education, or experience. Must understand human behavior and factors influencing adversarial or confrontational behavior with students and adults in a school environment, work autonomously, and exercise sound judgment in determining procedures and standards. Police lieutenants respond 24/7, initiate and apply procedures based on policy, and may work in offices, schools, or field settings, including hazardous situations. Supervisory responsibilities may include command of the civilian communications center, civilian clerical support staff, police recruiting, equipment acquisition and distribution, Police Sergeants, Police School Safety Officers, Night Patrol Officers, Background Investigators, Criminal Investigators, School Safety Assistants, and other areas as assigned by the Executive Director of School Police. Essential Functions Recruit, process, approve, and make hiring decisions for new School Safety Officers, School Safety Assistants, and civilian employees. Supervise, coach, train groups of employees, conduct performance appraisals, make employment and discipline recommendations, and coordinate work assignments. Serve as the Commanding Officer for School Safety Officers, School Safety Assistants, Background Investigator, Criminal Investigators, Night Patrol personnel, Communications Center personnel, or other civilian personnel. Coordinate training delivery to School Safety Officers, School Safety Assistants, and other personnel to meet Florida Department of Law Enforcement standards or other required certifications. Assist the Executive Director of Police or Assistant Police Chief with administrative functions: coordinate with Principals when concerns arise, work with other law enforcement agencies, research new legislation impacts, attend after‑hour school meetings, revise agency policy, and serve as trainer. Coordinate all police security for significant school and district events (e.g., sporting, community) on school grounds. Work with the Jacksonville Sheriff’s Office to ensure all elementary schools have at least one police officer each school day, bell‑to‑bell. Serve as one of the District’s alternates in the City of Jacksonville EOC during declared emergencies, develop emergency plans, and contingencies for school emergency shelter operations. Coordinate with all school Principals yearly for the Florida Safe School Assessment Tool (FSSAT), schedule school safety tours with JSO, other county law enforcement, and JFRD. Manage alert notifications for FortifyFL and First Coast Crime Stoppers 24/7, ensuring all school threats addressed and mitigated, and staff notified. Serve in the weekly 24/7 command staff on‑call status to ensure a high‑level command person is available after‑hours and on weekends. Maintain proficiency in Behavioral Threats Assessment Teams, Monthly Emergency Drill Requirements, and Student Environmental Safety Incident Reporting (SESIR); serve as liaison with internal stakeholders for compliance. Perform duties to maintain the vehicle fleet, department equipment inventories, coordinate with outside vendors, and make recommendations to the Director of Police. Perform other duties as assigned. Qualifications Education: Bachelor’s degree from an accredited college/university preferred; if no degree, 10 years of verified supervisory experience may substitute. Preferred graduate training programs: Southern Police Institute’s Command Officers Development Course, Northwestern University’s School of Police Staff and Command, FBS National Academy. Experience: With a bachelor’s degree: minimum 4 years of police supervisory experience. Without a degree: 10 years of successful (sworn) supervisory experience in a law enforcement agency. Certifications & Licenses: Current State of Florida Criminal Justice Standards and Training Commission Certificate as a Law Enforcement Officer. Knowledge, Skills, and Abilities: Knowledge of modern school police administration, local, state, and federal law, Marjory Stone Douglas High School Safety Act; training in de‑escalation for students with developmental or intellectual deficiencies; personnel management practices; research and reporting methods; coaching, mentoring, leadership; analytical, creative problem‑solving; oral, written, interpersonal communication; electronic communication programs; application of human relations techniques in adversarial situations; sound judgment in emergencies; recognizing trends and problems; clear reporting; service‑oriented relations; team management; influence; deadline‑driven work environment. #J-18808-Ljbffr Young World Physical Education
