Job Overview Manager, Contracts (Hybrid) – Joins Collins Aerospace’s Resilient Connectivity Products Portfolio within the Mission Systems strategic unit. Plays a key role in cradle‑to‑grave contract management for the Joint Precision Approach and Landing System (JPALS) program, including proposal prep, negotiation, administration, and closeout. Manages a U.S. Navy cost‑plus incentive fee award, coordinating invoicing, fulfillment, risk management, and cross‑functional collaboration with Program Management, Legal, and other stakeholders. Responsibilities Lead cradle‑to‑grave contract activities: proposal preparation, negotiation, administration, and closeout. Serve as contracts lead for a new U.S. Navy Cost Plus Incentive Fee award. Communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions. Manage contractual scope and terms to ensure work is performed within the scope of the overall contract. Analyze RFPs, develop proposals, perform proposal reviews, coordinate negotiation, and implement contract agreements. Investigate and resolve complex contractual matters using critical thinking and creative contracting techniques. Provide strategic advice on contractual rights, obligations, regulations, and policies to mitigate risks. Multi‑task routine and complex contract and proposal activities while responding to unplanned quick‑response requirements. Travel minimally within the United States. Qualifications University degree and minimum 8years of relevant experience, or an advanced degree and minimum 5years of experience. Must have, or be capable of obtaining, a U.S. Department of Defense security clearance (Secret or higher). Experience with U.S. Government fixed‑price and cost‑type contracts under FAR and DFARS. Experience as contracts lead and/or leading negotiations with customers. Experience with the Truth in Negotiations Act (TINA) process. Strong business acumen, critical‑thinking, and ability to influence decisions. Preferred Qualifications Administration and negotiation of complex proposals and contracts. Strong interpersonal skills to work with cross‑functional internal and external stakeholders. Experience interfacing with DCAA and DCMA for audits and fact‑finding.
