Capital Improvement Plan Manager

Summary


Under the general direction of the Director of Engineering Services, coordinates and manages the Citys Capital Improvement Plan, including roadway, drainage, traffic, water, wastewater, storm water, parks, City facilities and others as required; and performs other related duties as assigned.


DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)

1. Works with the Director of Engineering Services and other City staff to coordinate the development, implementation, and management of the Citys five-year Capital Improvement Plan. Discusses and resolves project issues with appropriate departmental staff and other City Departments and implements adjustments as necessary. Works across all boundaries to ensure timely/efficient/cost effective projects.

2. Assists in the development and application of City project delivery policies, following general guidelines or professional and administrative standards in accomplishing assignments.

3. Oversees engineering/construction project management work for capital projects and facility upgrades; directs and supervises assigned staff; ensures that project schedules, cost and overall quality performance objectives are met across a diverse range of capital improvement projects; coordinates, manages, and monitors the progress of assigned projects and programs at all stages of development to ensure timely/efficient/cost effective projects; and performs related work as required.

4. Responsible for updating and maintaining the information used in the Citys public CIP website.

5. Prioritizes and manages the processes and updates of the City CIP and is responsible for quality, schedule, and cost control; works closely with the Director of Engineering Services to coordinate CIP work.

6. Supervises engineering review of CIP requests and proposals during the annual budget process.

7. Plans, prepares and communicates schedules and progress of project activities and expenditures, and assists others in establishing project schedules and milestones; develop critical path or project flow diagrams to plan, set and evaluate progress on project tasks.

8. Participates in budget preparation and administration; prepare cost estimates for budget recommendations.

9. Oversees the preparation of technical reports and designs for approval/acceptance.

10. Prepare staff reports and presentations for the Mayor, City Administration, City Commission, Public and others, as necessary.

11. Participates in the identification, coordination, and training of staff to assure the necessary skills are maintained for the timely/efficient/cost effective delivery of projects.

12. Performs other duties as assigned.


Salary


D epending on qualifications the starting salary for this position will be in the range of (Pay Grade GM03):

Qualifications


Bachelors degree with a major in Civil Engineering or related field (education will be verified using the Education Requirements listed below) and five (5) years of experience as an engineer, or any equivalent combination of training and experience. one (1) year of experience in a supervisory capacity with responsibility for managing capital improvement projects is required.

State of Florida Professional Engineering license is highly desirable. Project Manager Professional Certification (PMP) is highly desirable.

A current and valid Florida drivers license is required. For application purposes, a valid drivers license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida drivers license within thirty (30) days from date of employment.


Education Requirements : To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or

b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or

c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or

d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.


International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
