Site Safety and Health Officer (SSHO) – Great Lakes

The Site Safety and Health Officer (SSHO) will serve as the full-time, on-site safety and compliance lead for construction activities on a federal healthcare facility roofing project. This role ensures strict adherence to 29 CFR 1926, EM 385-1-1, OSHA, and all applicable federal, state, and local regulations, while implementing and administering the project Accident Prevention Plan. The SSHO will act as the designated Competent Person for multiple safety disciplines and provide alternate coverage when temporarily off-site to maintain continuous safety oversight.

Responsibilities:

• Serve as the full-time Site Safety and Health Officer (SSHO) on-site during all construction activities for the roofing replacement project.
• Ensure compliance with 29 CFR 1926, EM 385-1-1, OSHA, and all applicable federal, state, and local safety and health regulations.
• Implement, administer, and continuously update the Accident Prevention Plan (APP) in alignment with project and regulatory requirements.
• Act as the designated Competent Person for fall protection, ensuring safe work practices, equipment use, and hazard mitigation related to working at heights.
• Act as the designated Competent Person for excavation and trenching, overseeing protective systems, inspections, and safe access and egress.
• Act as the designated Competent Person for scaffolds and ladders, including inspection, proper setup, use, and documentation of compliance.
• Act as the designated Competent Person for rigging and cranes, monitoring lifting operations, load handling, and adherence to safe rigging practices.
• Act as the designated Competent Person for fire and life safety, including emergency procedures, fire protection measures, and life safety systems.
• Provide qualified alternate safety coverage when temporarily off-site to ensure uninterrupted safety oversight and compliance.
• Conduct and coordinate safety training for construction personnel, focusing on OSHA, EM 385-1-1, and project-specific safety requirements.
• Monitor construction activities to identify hazards, implement corrective actions, and promote a proactive safety culture.
• Maintain accurate and timely safety documentation, including inspections, incident reports, training records, and compliance logs.
• Communicate safety expectations and requirements clearly to site supervisors, subcontractors, and workers to ensure consistent understanding and adherence.
• Collaborate with project stakeholders to address safety concerns, support planning of high-risk activities, and integrate safety into daily operations.
• Support continuous improvement of construction safety practices through regular review of procedures and lessons learned.

Essential Skills:

• OSHA 30-Hour Construction Safety training completed within the last 5 years.
• Minimum of 7+ years of construction safety experience, or a Safety & Health degree plus 5+ years of construction safety experience.
• Demonstrated experience as a Site Safety and Health Officer (SSHO) on construction projects, preferably in federal or commercial environments.
• Strong knowledge of OSHA construction standards, including 29 CFR 1926.
• Comprehensive understanding of EM 385-1-1 requirements and the ability to meet all associated training and qualification criteria.
• Proven ability to implement and administer an Accident Prevention Plan (APP) on active construction sites.
• Competence in fall protection, excavation and trenching, scaffolds and ladders, rigging and cranes, and fire/life safety.
• Experience in construction safety compliance for federal construction projects.
• Ability to deliver effective safety training and communicate safety requirements clearly to diverse construction teams.
• Solid understanding of health and safety principles in construction environments.

Additional Skills & Qualifications:

• Current professional safety certification (such as CSP, CHST, or equivalent) is preferred.
• Experience working on federal construction projects, including those for agencies such as NAVFAC or similar organizations.
• Background in commercial construction safety and site safety management.
• Strong organizational skills for maintaining safety documentation and compliance records.
• Ability to collaborate effectively with project stakeholders, including owners, contractors, and regulatory representatives.
• Commitment to fostering a positive safety culture and continuous improvement in safety performance.

Work Environment:

This role is based on-site at a federal health care center where the primary project involves replacing the roof on the main hospital facility. The SSHO will work in an active construction environment within a healthcare setting, coordinating closely with construction teams and facility representatives to maintain safety and compliance. The work environment includes typical construction site conditions such as exposure to outdoor elements, elevated work areas, scaffolds, ladders, and crane operations, with strict adherence to federal construction safety standards and EM 385-1-1 requirements. Work hours follow the project schedule and may require flexibility to support critical construction activities and safety oversight. Professional, safety-appropriate attire and use of required personal protective equipment are expected at all times.

Job Type & Location:

This is a Contract position based out of North Chicago, IL.

Pay and Benefits:

The pay range for this position is $40.87 - $48.07/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
