Summary
This position is designated as safety-sensitive. As such, a pre-employment physical examination and drug screening are mandatory. The incumbent will also be subject to random drug and alcohol testing throughout the duration of employment.
This is a highly technical supervisory position requiring work in the maintenance activities associated with all Water Resources water and water reclamation treatment facilities and buildings. Also assists the lift station staff with corrective maintenance activities at both lift station and water pumping stations as needed. This includes all mechanical, electrical and instrumentation work associated with these facilities. Ensures adherence to established policies, procedures, rules and regulations related to the maintenance of these facilities to comply with EPD's NPDES permit requirements. Job Duties
Performs supervisory and administrative work relating to the selection, procurement, installation, maintenance, of the Department of Water Resources treatment plant equipment and buildings. Directs and supervises employees responsible for the repair, maintenance and installation of these facilities. Direct reports include the Maintenance Supervisor, Electrician and Instrumentation staff.
Other duties include scheduling and coordinating projects, estimating costs, procuring materials and supplies, inspecting work, preparing annual operating budgets and performing various administrative tasks. This position is responsible for responding to emergencies twenty-four hours a day for seven days a week in emergency situations. Work is performed under the general supervision of the Water Resources Maintenance Manager and performance is reviewed through reports submitted, inspection of facilities, section accomplishments and conferences with upper management.
Evaluate and assists in the development of safety programs and policies for Water Resources to ensure employee safety. Host safety meetings, encourages a safe working environment and inspect safety equipment. Promotes safety goals to ensure the safety of the employee at lift stations and during the installation and maintenance of mechanical, electrical and instrumentation equipment.
Promote the use of new technologies (SCADA, CMMS, etc.) in daily activities to accomplish work. Provide coaching and technical support to the lift station group to be able to use the new technologies.
Ensure the functionality and safety of rolling stock and other equipment needed to ensure proper operation and maintenance of Water Resources treatment facilities and buildings through regular inspections and maintenance.
Works closely with the Shop & Inventory Control Manager to coordinate and maintain adequate spare parts inventory for the Water Treatment Resources treatment facilities and buildings.
Perform administrative functions including, but not limited to, section operating and capital budgets, equipment and maintenance and provide recommendations for the capital improvement program.
Performs HR and administrative duties to create a strong ethics program within the maintenance employees including but not limited to assist in employee selection, job performance evaluation, discipline, and employee recognition. Performs supervisory payroll/timekeeper responsibilities in City payroll system for assigned employees.
Assigns work orders to staff through the work order management system (CMMS). Monitors CMMS to ensure work is being completed in a timely manner to minimize equipment downtime and backlogged work orders. Monitors CMMS for completeness and accuracy.
Lead meetings with Operations Managers a Superintendents to review backlogged work orders and to ensure open communication with the operations and maintenance staff.
Crosstrain with the Lift Station Superintendent and Maintenance Manager to be able to fill in in their absence.
Performs other related duties as required.
Employee subject to recall to duty in cases of emergency. Minimum Qualifications
Education and Experience: High School Diploma or G.E.D.
Technical school diploma in related field desired.
Five years' experience at increased responsibility levels in electrical and pump/motor systems repair and maintenance.
Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
Licenses and Certifications: Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).
Level I Water/Wastewater Maintenance Technologist Certificate preferred.
Level II Water/Wastewater Maintenance Technologist Certificate preferred.
Level III Water/Wastewater Maintenance Technologist Certificate preferred.
Water Distribution System Operator License preferred.
Wastewater Collection System Operator License preferred.
Knowledge, Skills and Abilities:
Knowledge of electronic principles, practices, and concepts necessary to repair/maintain all electrical and mechanical equipment at Department of Water Resources facilities.
Knowledge of a variety of skilled trades such as plumbing, electrical, equipment operator, carpentry, etc., and skill in applying this knowledge to complete complex and difficult assignments.
Ability to read blueprints, electrical drawings and troubleshoot effectively using equipment schematics.
Ability to plan, supervise, and direct the work of subordinates.
