Job Description: This directorship is within MassDEP’s Bureau of Waste Site Cleanup (BWSC) whose mission is to implement M.G.L. Chapter 21E statute and administer its regulation, the Massachusetts Contingency Plan (MCP, 310 CMR 40.0000), The Program has been set up to ensure timely and effective responses to over 1,500 environmental emergencies (e.g. oil spills, chemical fires) per year, as well as timely assessment and cleanup of the more than 58,000 confirmed and suspected hazardous waste sites across Massachusetts by the private parties responsible for them. BWSC seeks to determine who is responsible for responding to the release of oil and hazardous materials (OHM) and requiring those responsible or potentially responsible parties (PRPs) to perform the necessary work through a Licensed Site Professional (LSP). If a PRP does not perform the response action within the 21E and MCP-required timelines, MassDEP often performs the work. Cost recovery is sought from the PRP, and he/she must reimburse the Commonwealth for the incurred costs, increasing the rate and quality of cleanup actions, and the rate of cleanup and opportunities for redevelopment of brownfield sites. BWSC specifies guidance and policies for assessing and cleaning up releases of oil and/or hazardous material to the environment. The Director of the Policy and Program Development Division (PPD) oversees the development, implementation, and advancement of policies, regulations, and guidance supporting the Bureau of Waste Site Cleanup (BWSC) and the Massachusetts Contingency Plan (MCP). This role provides strategic leadership to ensure consistent statewide program administration, regulatory compliance, and effective cleanup of Chapter 21E sites across the Commonwealth. The Director collaborates closely with BWSC leadership, legal counsel, regional staff, Licensed Site Professionals (LSPs), and external stakeholders to establish policy direction, improve program effectiveness, and support long-term environmental protection goals. Job Duties: * Lead the development and implementation of BWSC policies, guidance documents, regulations, and standard operating procedures. * Coordinate statewide policy initiatives and long-range strategic planning for the 21E program. * Collaborate with BWSC leadership, section chiefs, and legal counsel to evaluate and establish program policy direction. * Ensure DEP staff, Licensed Site Professionals (LSPs), and environmental consultants adopt and follow current policies and guidance. * Evaluate program effectiveness and identify opportunities for process improvement and enhanced regulatory compliance. * Support the administration and oversight of assessment and cleanup activities at Chapter 21E sites statewide. * Develop and deliver guidance and training materials to DEP regional offices, LSPs, and environmental consultants. * Promote consistent, protective, and compliant cleanups across the Commonwealth. * Incorporate technical, legal, financial, professional, and public input into policy and program development decisions. * Provide structural and strategic support to the BWSC program to ensure effective environmental response and regulatory implementation. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
