Financial Analyst
The Superior Court of California, County of Monterey is recruiting for the position of Financial Analyst. First consideration will be given to applications received on or before Monday, June 15, 2026, at 11:59 P.M. After June 15th, applications will be reviewed and considered on a competitive basis weekly, until the position has been filled. Pre-Interview Skills Assessment / Written Exam 2. Panel Interview(s) Under direction, the Financial Analyst performs analytical support work associated with procurement and contracting services, financial grant administration, budget development analysis and planning; performs related work as assigned. This journey level classification reports to and receives direction from the Finance Manager.
Positions in this class may perform any or all of the below listed duties. These should be interpreted as examples of the work and are not necessarily all-inclusive. 1. Assists with the design, planning and implementation of complex, organization-wide projects in the areas of finance including but not restricted to budgeting, procurement and contracting, and financial grant administration. Responds to questions and provides information/data to management related to area of responsibility; assists with the development, review, approval, and monitoring of program budgets. 2. Prepares or assists with the preparation of grant proposals for funding that will enhance court programs; prepares budget and quarterly reports and reviews and approves billings as required to maintain compliance with grant requirements. 3. Creates, analyzes and reviews budget and expenditure reports; drafts issue reports as necessary; works with court management on program budgets. 4. May provide technical/analytical support to the management negotiating team for labor negotiations with recognized employee organizations. 5. Confers with the contract vendor and Judicial Council staff as needed on procurement, contracting and financial grant administration. Reviews and modifies contract language to ensure general and legal compliance with the Judicial Branch Contracting Manual, Trial Court Financial Policies and Procedures and State and Federal laws, ordinances, rules and regulations; coordinates the renewal or extension of contracts as needed. 6. Facilitates the proper evaluation of bids and proposals received in response to a Request for Proposal (RFP), Request for Information (RFI), and Request for Qualifications (RFQ). 7. May initiate and perform a variety of accounts receivable/payable related work in support of proper system accounting processes at year-end closing of purchase orders; may review the work of others as related to assignment. 8. Assists with the development, recommendation and administration of court-wide programs, policies and procedures pertaining to area(s) of assignment. 9. Monitors both newly adopted and pending legislation potentially affecting financial procedures and/or the court's fiscal status; analyzes and reports to the Chief Financial Officer; proposes necessary actions to be in compliance as needed. 10. Conducts general and specialized studies as requested; makes recommendations to management based on the results of those studies. 11. Performs other duties as assigned.
Any combination of education, training and/or experience which substantially demonstrates the following knowledge, skills and abilities: Knowledge of: 1. Federal, state and local laws, regulations and court decisions applicable to assigned areas of responsibility. 2. Project management, including project planning, scheduling and control mechanisms. 3. Principles and practices of budget development, administration of multiple complex budgets; grant preparation, administration and review; general auditing rules to ensure compliance with auditing standards; public sector purchasing and contracting. 4. Development of grant documentation for funding requests; creating and monitoring grant budgets; and grant reporting. 5. Methods and techniques utilized in competitive procurement activities, including contract negotiations development and maintenance. 6. Organization and functions of court/local government with emphasis on the budgeting and accounting aspects. 7. Various accounting standards, such as Generally Accepted Accounting Principles (GAAP); Generally Accepted Auditing Standards (GAAS); Governmental Accounting, Standards Board (GASB), State Controller's Office (SCO), and other regulatory agencies/bodies. 8. Accounting procedures for various types of funds and account groups; methods and procedures of governmental budget preparation and control. 9. Principles and practices of sound business communication and correct English usage. 10. Business arithmetic. 11. The uses and operations of computers and standard business software, and office equipment. Skill and Ability to: 1. Develop, administer, analyze and review multiple complex budgets and financial operations. 2. Perform research and analysis. 3. Write clear and detailed reports. 4. Apply principles and practices of general accounting, budget development and administration, procurement and contracting, financial grant administration. 5. Analyze, identify and correct discrepancies or errors in financial or statistical documents. 6. Read, interpret and apply oral and written financial policies and procedures, laws, rules and regulations. 7. Review work and documents for accuracy and procedural correctness. 8. Maintain accurate records. 9. Organize work, set priorities and meet critical deadlines. 10. Maintain confidentiality and discretion when dealing with sensitive matters. 11. Establish and maintain effective working relationships and provide courteous customer service. 12. Communicate effectively orally and in writing. 13. Understand and create complex spreadsheets. 14. Work with database programs. EXAMPLES OF EXPERIENCE AND TRAINING The knowledge and skills listed above may be acquired through various types of experience, education, or training, typically: A bachelor's degree or equivalent from an accredited college or university, preferably in Finance, Accounting and Economics, Business Administration, Public Administration or closely related field. AND Four years of progressively increasing responsibilities in accounting/auditing, budgeting, procurement and contracting, and/or financial grant administration. Two years of work experience in a Superior Court of California may be substituted for two years of experience working in accounting/auditing, budgeting, procurement and contracting, and/or financial grant administration. Desirable Experience: Professional experience gained in a governmental or court environment.
The Superior Court of California, County of Monterey offers a comprehensive benefits program including:

- Annual Leave: Accrues at the rate of 23 days per year. The accrual rate increases after 2, 6, 10, 15, 18, 20 and 25 years of service.
