ATTORNEY IV - LEGAL UNIT / Office of Exposition Park MANAGEMENT / CALIFORNIA NATURAL RESOURCES AGENCY

The reporting location for this position is Los Angeles, CA. This position will work under the general direction of the Deputy Secretary/General Counsel.

The Office of Exposition Park Management (OEPM) is a state department within the California Natural Resources Agency, under the direction of a General Manager, appointed by the Governor. Exposition Parkis a 160-acre state property in the heart of Los Angeles, south of downtown. OEPM's mission is to provide long-term executive leadership in the development and implementation of park usage policy and day-to-day management, operation, and promotion of Exposition Park for its tenants and the public.


Under general direction of the General Manager, with supervision by the California Natural Resources Agency General Counsel, the Attorney IV independently performs sensitive and complex legal work for the Office of Exposition Park Management (OEPM), serving as the in-house counsel for all legal matters. The position performs with minimal supervision and exercises independent, sound judgment and tact when interacting with federal, state, and local agencies, as well as other entities that occupy property within Exposition Park, which includes public and private museums, sports facilities, and a school. The Attorney IV will advise the General Manager and other staff within OEPM on a broad spectrum of legal issues, including those related to real estate, personnel, procurement of goods and services, tort claims, Public Records Act requests, and other difficult, sensitive, and complex legal matters. The position will serve as the legal liaison with the Office of the Attorney General and any outside counsel to defend Exposition Park in litigation or otherwise advance the mission and operation of Exposition Park.


Attorney IV will be familiar with state laws, regulations, policies, and procedures related to public contracting and procurement, personnel matters, conflicts of interest, public meetings, and other general matters that apply to state agencies. Additionally, the position must have a working knowledge of the organization and functions of California state government, including the responsibilities of various control agencies. Some current knowledge of public financing laws and processes is preferred.


The incumbent's work schedule will be Monday to Friday from 8:30 a.m. to 5:00 p.m.

Working Conditions


Telework

This position is eligible for hybrid work in accordance with the Governor's Executive Order N-22-25 and at the sole discretion of CNRA under California Government Code Section 14200. The incumbent is required to report in-person and site-based a minimum of four days per week. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with CNRA policies.


Personal Leave Program Reduction

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. All employees shall have general qualifications as described by California Code of Regulations, title 2, section 172
  • Demonstrated experience providing strategic legal advice and counsel to executive leadership on complex, sensitive, and high-profile legal matters.
  • Extensive experience negotiating, drafting, reviewing, and interpreting complex real estate transactions, including leases, easements, licenses, non-disturbance agreements, joint powers agreements, and other land use or facility-related agreements.
  • Familiarity with the legal aspects of large-scale capital improvement projects, infrastructure development, major public events, and/or facility management.
  • Demonstrated ability to independently analyze complex legal issues, develop practical legal strategies, and communicate clear, well-reasoned legal advice both verbally and in writing.
  • Experience researching, drafting, and reviewing complex legal documents, including contracts, policies, legislation, legal opinions, correspondence, and other legal or administrative matters.
  • Excellent interpersonal, negotiation, and relationship management skills, with demonstrated success building effective partnerships and representing an organization in sensitive or high-profile interactions with executive leadership, elected officials, public agencies, legal counsel, and community stakeholders.
  • Ability to effectively prioritize multiple complex assignments, exercise sound legal judgment with minimal supervision, and consistently deliver high-quality work in a fast-paced, dynamic environment while supporting an inclusive and collaborative workplace.
Other preferred qualifications
  • Demonstrated knowledge of California laws, regulations, and policies governing public contracting, procurement, construction, real property, and state agency operations, including the State Contracting Manual, Government Code, Public Contract Code, and applicable regulations.
  • Experience representing public entities in negotiations and working collaboratively with multiple governmental agencies, educational institutions, nonprofit organizations, and private-sector partners to achieve organizational objectives.
  • Experience evaluating legal risk, managing claims, developing litigation strategy, and overseeing the resolution of disputes.
