The base salary range for this position is dependent upon experience and location, ranging from $130,000- $167,600

Job Summary

The Sr. Technical Analyst/Prog Ent App is responsible for the development, support, and continuous improvement of GIS applications and system integrations within the ArcGIS and ArcFM environment supporting Avangrid electric and gas companies. The role partners with business stakeholders, IT teams, and external vendors with the design, develop, and implement technology solutions, provide solution architecture guidance, and ensure the reliable day-to-day operation of critical GIS systems.

The Sr. Technical Analyst/Prog Ent App position serves as a technical lead in the design, development, integration, and support of enterprise GIS platforms and related business applications. Responsibilities include application development, system integration, software lifecycle management, data management, troubleshooting, cloud and on-premises platform support, and translating business requirements into scalable technology solutions. The position requires strong analytical, programming, and problem-solving skills, combined with expertise in modern GIS technologies, enterprise architectures, automation, and emerging AI-driven capabilities that enhance operational efficiency and business value.

The Sr. Technical Analyst/Prog Ent App role reports to the Sr. Manager – GIS & OSG Applications.

Key Responsibilities

· Operate effectively in a fast-paced, dynamic environment while managing multiple projects, technical priorities, and production support responsibilities with limited supervision.

· Act as a technical lead for GIS requirements gathering, solution design, and cross-functional consensus building with business units, vendors, and IT teams.

· Develop, configure, enhance, and support enterprise GIS applications, integrations, services, and automation workflows across ArcGIS, ArcFM, and related business systems including SAP and OMS/ADMS.

· Support processes in FME Form & FME Flow including ETL processes, data orchestration, data validation, automation workflows on common DBMS platforms including Oracle, SQL Server, and PostgreSQL.

· Provide technical support for geospatial data, database compliance, platform administration, system performance, cybersecurity requirements, and application reliability.

· Identify, evaluate, and recommend new technologies, services, AI-enabled tools, and modernization opportunities that support the GIS application roadmap.

· Lead technical phases of major projects, establish technical plans, monitor schedules, manage dependencies, validate deliverables, and support successful project execution.

· Create, enforce, and continuously improve technical standards, development practices, documentation, release processes, and operational support procedures.

· Troubleshoot complex production issues, perform root-cause analysis, coordinate vendor support, and implement sustainable corrective actions.

· Manage and provide technical support for the GIS and SAP integrations. This includes working with external vendors & modernizing the current supporting technologies.

· Supporting mission-critical GIS environments with high availability, disaster recovery, and business continuity requirements.

· Provide after-hours support when needed for activities such as IT maintenance, storm support and GIS IT On-Call rotation.

Required Qualifications

· Bachelor’s degree in Information Technology, Engineering, Geographic Information System (GIS), Computer Science, or a related field of study and a minimum of five (5) years of relevant experience. An equivalent combination of education and experience may be considered.

• Strong problem solving and analytical skills and ability to multitask.
• Must be a proven team player to work, promote and consolidate efficient team working relationships.

GIS & Utility Industry Expertise:

· Strong understanding of enterprise IT GIS concepts, principles, methodologies, standards, and best practices.

· Experience with Esri technologies including ArcGIS Enterprise, ArcGIS Utility Network, ArcGIS Online, ArcGIS Pro, ArcGIS Experience Builder, ArcGIS Field Maps, ArcGIS Survey123, ArcGIS Dashboards, ArcGIS Workforce, ArcGIS Velocity, and ArcGIS Developer technologies.

· Experience supporting Schneider Electric ArcFM applications and utility-focused GIS solutions.

· Knowledge of electric and gas utility operations, asset management, outage management, work management, engineering, customer service, and field operations processes.

Application Development & Integration Expertise:

· Experience developing enterprise GIS and business applications & automations using Python is required. Additional benefits for this role include JavaScript, TypeScript, C#/.NET, ASP.NET, REST APIs, SQL, HTML5, and CSS.

· Experience developing and supporting integrations between GIS and enterprise systems such as SAP, EAM, OMS, ADMS, CIS, mobile workforce applications, cloud services, and vendor platforms.

· Experience with service-oriented architecture, event-driven architecture, APIs, microservices, middleware technologies, secure coding practices, and software design patterns.

Cloud, Infrastructure & Application Security Expertise:

· Experience supporting GIS solutions in hybrid and cloud environments, including Microsoft Azure and AWS.

· Strong understanding of modern enterprise application platforms, cloud and infrastructure technologies, cybersecurity principles, networking concepts, system administration, and operational support practices

Artificial Intelligence Expertise:

· Knowledge of AI, Generative AI, and automation technologies, with experience using AI tools (e.g., GitHub Copilot, Microsoft Copilot) to reverse engineer application code or scripts, generate code, improve development productivity, and automate business processes

DevOps & Modern Software Delivery Expertise:

· Experience with source control and version management tools including Git, GitHub, JIRA, Azure DevOps, Visual Studio, VS Code.

· Knowledge of Agile, Scrum, DevOps, ITIL, application lifecycle management, and production support processes.

Leadership, Communication & Business Engagement Experience:

· Ability to work directly with business stakeholders to define requirements, refine functional designs, prioritize work, and translate business needs into scalable technology solutions.

· Ability to lead technical evaluations, proofs of concept, product assessments, vendor reviews, and roadmap recommendations.

· Strong written and verbal communication skills, including the ability to explain complex GIS & IT technology concepts to non-technical audiences and senior leadership.

· Ability to collaborate, build consensus, influence with and without authority, work independently, and proactively identify improvement opportunities.

Preferred Qualifications

· Master’s degree in Information Technology, Engineering, Geographic Information System (GIS), Computer Science, or a related field of study.

· Graduate-level training or technical certification in GIS, cloud platforms, AI, or enterprise architecture.
