Learn More About PPS Job Purpose The Property Manager oversees the full lifecycle of Government and customer-furnished property under the organization’s stewardship, ensuring compliance with the Code of Federal Regulations (CFR) 2 CFR Part 200, 2 CFR Part 910, and Federal Acquisition Regulation (FAR) 52.245‑1, contractual requirements, and internal property‑management procedures. This role ensures all Government‑furnished and customer‑acquired property is properly controlled, protected, maintained, utilized, reported, and dispositioned in accordance with approved systems and standards. Essential Duties and Responsibilities Required Education and Qualifications: Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, Operations, Accounting, or a related field, or equivalent relevant experience. 3+ years of experience in Government property management, contract property administration, logistics, supply chain, compliance, or a related field. Strong working knowledge of FAR 52.245-1, Government Property, and applicable Government property requirements. Knowledge of 2 CFR Part 200 and 2 CFR Part 910, as applicable to federally funded programs. Experience developing, implementing, maintaining, and improving property management processes, procedures, records, and internal controls. Experience maintaining accurate property records, including identification, ownership, acquisition cost, condition, location, and custodial responsibility. Experience with property acquisition, receiving, identification, tagging, tracking, movement, inventory, and disposition. Experience planning and conducting physical inventories and reconciling inventory discrepancies. Experience preparing and maintaining property documentation, including loss, theft, damage, or destruction reports and other required property records. Strong understanding of Government property stewardship, utilization, maintenance, protection, and accountability requirements. Strong organizational skills and attention to detail. Excellent written and verbal communication skills, with the ability to communicate effectively with internal teams and Government stakeholders. Ability to manage multiple priorities, maintain accurate records, and meet contractual and regulatory deadlines. Qualifications Preferred Education and Qualifications: Experience working directly withDCMA Property Administrators, Government auditors, contracting officers, or other Government representatives. Prior experience managing Government property within a Government contracting, defense, aerospace, energy, or other federally funded environment. Experience administering Government Furnished Property (GFP) and Contractor Acquired Property (CAP). Familiarity with Government property systems, ERP/MRP systems, asset management systems, or other property tracking databases. Experience overseeing Government property requirements at subcontractors and suppliers. Experience supporting Government property audits, self‑assessments, and corrective action plans. Experience with contract closeout, property transfers, excess property, scrap, and disposition activities. Familiarity with voluntary consensus standards and industry‑leading Government property management practices. Experience developing property management metrics, internal controls, and performance improvement initiatives. Certified Professional Property Specialist (C.P.P.S.) or similar property management certification is a plus.
