The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.

MAJOR FUNCTION

Major functions include assisting the Department Manager, Asset Management, and team in the on-going development, analyzing, and administration of the computerized maintenance management software (CMMS). Assisting in asset inventory and condition assessment efforts, assessing the condition of physical assets through risk analysis modeling, and collecting data from the CMMS and other software programs. Other functions include software administration, ensuring accessibility of collected data, performing quality assurance/quality control checks on asset data, and assisting in analyzing data to improve operational and cost efficiencies. The purpose of this key position is to provide analytical and project management support to the Department Manager, Asset Management, in defining, enhancement of, and maintaining the Asset Management Program.

ILLUSTRATIVE DUTIES

• Ensure asset acquisition, operation, and maintenance data is accurate, consistent, and recorded in the Work Management System and Data Registry.
• Collect, analyze, and interpret asset/system data to assess risk, criticality, and performance.
• Leverage asset data to identify service improvement opportunities, including preventive maintenance programs and asset/system renewal or replacement.
• Collaborate with stakeholders to capture, present, and communicate risk assessments based on condition, performance, and work order history.
• Participate in defining, improving, and simplifying workflows to optimize processes.
• Prepare reports, develop Standard Operating Procedures (SOPs), and support level-of-service development.
• Assist in establishing best practices to enhance operational efficiency, reviewing processes with stakeholders and impacted staff.

KNOWLEDGE, ABILITIES AND SKILLS

• Prepare staff, administrative, and operational reports, correspondence, and memoranda.

• Communicate clearly and effectively, both orally and in writing, with a diverse workforce.

• Maintain productive working relationships with employees, management, and other departments.

• Collaborate effectively as part of a team.

• Proficient in Microsoft Excel and related spreadsheet applications.

MINIMUM QUALIFICATIONS

• Graduate of an accredited two (2) year college with an Associate’s Degree in Operations, Database Management, or other related field.

• Five (5) years of experience in water and wastewater utilities. Experience in utility asset management and CMMS a plus.

• Must have a valid driver’s license and be able to secure a valid Florida driver’s license within 30 days of employment within this classification.

A comparable amount of related training and experience may be substituted for the minimum qualifications.

SPECIAL PREFERENCES

• Graduate of an accredited four (4) year college with major course work in Business, Database Management, or other related field.
