Director of Youth Programs

JOB SUMMARY:
This position is responsible for the strategic development, implementation, and oversight of workforce development programs, including but not limited to WIOA (Adult/Dislocated Worker), Welfare Transition (WTP), SNAP, Youth, and related initiatives. The Director ensures all program objectives are achieved in accordance with federal, state, and local regulations, with a primary emphasis on delivering high-quality services, maximizing customer satisfaction, and facilitating successful job placements for program participants. The Director of Youth Programs will oversee Youth Programs in Hillsborough and Pinellas Counties.

- Directs the activities and operations of programs, including special population programs and youth programs (to include but not limited to WIOA (AD/DW), Welfare Transition (WTP), SNAP, or Youth.
- Assists in development and maintenance of policies and procedures for implementing programs and services.
- Ensures programs are administered in compliance with federal, state, and local regulations and policies.
- Leads planning, development, and implementation to ensure responsiveness to community needs and resource availability.
- Participates in management meetings to recommend new and revised policies and procedures.
- Provides leadership, vision, planning, training opportunities, supervision, and evaluation for program staff.
- Ensures appropriate training is provided to staff and service providers.
- Recommends and implements innovative solutions to improve service delivery and outcomes.
- Monitors and evaluates program and staff performance; implements corrective action plans as needed.
- Ensures programs meet or exceed performance standards.
- Works with leadership to plan strategies and goals.
- Prepares and presents program information to the CSTB Board as applicable.
- Maintains program budgets; ensures fiscal responsibility and compliance.
- Researches, develops, and implements special projects and new initiatives.
- Markets programs through promotional materials, fairs, expos, and presentations to civic and business groups.
- Maintains effective contacts with agencies, community groups, and business partners.
- Ensures excellent customer service and responsiveness.
- Compiles and reports statistical information using data analytics to drive program improvements, track outcomes, and report results.
- Duties may be assigned as deemed necessary.
- Bachelor's Degree in Business or Public Administration or a related field from an accredited college or university or equivalent combination of education, training and/or experience.
- Five (5) years' experience in related employment and training services including management level experience in developing and managing programs or equivalent combination of education, training and/or experience.
- Proficient in Microsoft suite (Outlook, Word, etc.)
- Knowledge of region's community-based organizations and employer organizations.
- Proficient in the use of computers as well as word processing and spreadsheet software such as Excel and Word.
- Ability to access and utilize databases and the internet.
- Knowledge of public administration principles and practices.
- Knowledge and understanding of Federal and State guidelines related to the Welfare Transition, WIOA and Basic Career Services programs.
- Ability to apply independent judgment and discretion based on knowledge of the functional and structural organization.
- Ability to plan, direct, supervise, coordinate, organize and inspect specialized projects, programs and activities.
- Ability to make decisions in accordance with Federal Guidelines and practices.
- Understand the basics of program operation.
- Demonstrated ability to lead change and drive innovation in workforce or human services programs.
- Experience with project management, especially in piloting and scaling new initiatives.
- Ability to research, assess, and integrate new technologies and methodologies into program operations.
- Strong creative problem-solving skills and openness to experimentation.
- Ability to plan, direct, supervise, coordinate, and organize the work of professional and clerical employees.
- Ability to analyze, understand and achieve designated goals.
- Ability to establish and maintain effective working relationships with other federal, state and county operational units.
- Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, and coordination of people and resources.
- Ability to use critical thinking to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Ability to judge and made appropriate decisions when considering the relative costs and benefits of potential actions.
- Ability to communicate effectively in writing and verbally and to present and communicate ideas and concepts in public and private.
- Ability to monitor and control resources.
- Ability to establish and maintain effective and constructive working relationships with others, both internal and external to the organization.
- Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed instructions to other or important spoken workers accurately, loudly, or quickly.
- Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
- Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
- Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
- The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
- The worker is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work.
