Public Health Educator II
Pay Schedule VI, Grade 28. Regular Schedule: 35 hours per week A Merit vacancy exists in the Bureau of Community Health Services, Department of Health and Human Services. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants. Examples of Duties
Under general supervision, oversees, directs, and develops community health education and training programs.
- Plans, develops, coordinates, and evaluates a variety of public health education programs which promote the preservation of health and the prevention of disease that includes chronic disease, cancer prevention and tobacco education.
- Plans and develops the health education component of Departmental programs.
- Plans, organizes, conducts, and supervises training programs for Health Department employees and community groups.
- Supervises, coordinates, and monitors the implementation of programs, including the preparation and distribution of educational materials and the presentation of workshops and lectures.
- Evaluates program effectiveness and develops plans for their improvement.
- Supervises health education staff including volunteers and student interns.
- Serves as a liaison with other government agencies and health organizations to coordinate and conduct community health education activities, such as lectures, presentations, health fairs, and community exhibits.
- Provides advice, consultation, and guidance to professional health care providers, community organizations, and others regarding community health education.
- Develops and writes community health education grant proposals and justifications.
- Prepares and monitors grants and operating budgets for health education programs.
Examples of Other Duties
- Develops implementation plan for projects;
- Coordinates and monitors the implementation of the projects;
- Assist with development of media campaign;
- Develops an evaluation plan for effectiveness of projects and presents findings; and
- Assist with the writing of Request for Proposal (RFP).
- Performs other related duties as required.

Qualifications
Graduation from an accredited college or university with a master's degree in public health, health education, health science, health administration, or a closely related health discipline; PLUS Three years of professional experience in health education, two years of which were in a supervisory capacity. (Additional experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.) Knowledge, Skills, and Abilities (Entry Level) Thorough knowledge of the principles, practices, and theories of public health education. Thorough knowledge of the methods and techniques of health education program development, implementation, and assessment. Thorough knowledge of the use and development of educational resources and materials. Thorough knowledge of current health issues and educational needs affecting communities. Thorough knowledge of the principles and practices of supervising and directing health education programs and personnel. Skill in planning, organizing, and conducting educational programs. Skill in public speaking and lecturing. Skill in drafting reports, correspondence, and presentations. Skill in supervising health education staff. Skill in the preparation of grant and program proposals and budgets. Ability to develop, organize, direct, and evaluate health education programs. Ability to establish effective working relationships with the general public, community groups, other health care organizations, and co-workers. Ability to coordinate education and training programs with the mission and goals of the Department. Knowledge, Skills, and Abilities (Full Performance) Knowledge of County and Departmental rules, regulations, policies, and procedures. Knowledge of the programs, methods, and goals of the Department and other local health agencies. Skill in coordinating and integrating health education and training programs into the general mission of the Department. Skill in developing and evaluating education and training programs. Skill in working with the general public, community groups, health care organizations, and co-workers. Conditions of Employment
Physical and Environmental Conditions The duties of this classification are generally sedentary, but require some traveling throughout the County and some lifting and carrying in the set up of educational displays and presentations. Medical Examination and Employment Background Investigation Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks. Employees in this classification are required to work nights, evenings, weekends and holidays as needed.

Salary Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance General Increases - Cost of living increases and adjustments may be granted as legislated. Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County. Employee Assistance Program Our Employee Assistance Program provides confidential and professional assessment and referral assistance for employees and eligible dependents in the household who are experiencing personal problems that may be affecting work performance, job satisfaction, or overall quality of life. Health Insurance Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include: Medical, Prescription, Dental and Vision insurance. Flexible Spending Accounts Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs. Life Insurance Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000. Retirement Employees are required to participate in the Baltimore County Employees' Retirement System (ERS), with very limited exceptions.
