I. DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 1 Software Engineer 3 , hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission . All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Develops software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigates problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming. The Department of Information Resources (DIR) requires the service of one (1) Software Engineer 3 position who meets the general qualifications of Software Engineer 3 and the specifications outlined in this document for the above-named customer. The Software Engineer 3 contractor position is part of the HHSC IT Administrative Applications Robotic Process Automation (RPA) team and will play a crucial role in designing, developing, maintaining automation and document intelligence solutions that transform large, complex data sources. The Software Engineer 3 will perform advanced developer duties including solution design, automation development, document ingestion and analysis, search enablement, infrastructure support, collaboration across teams, and continuous improvement. The contractor role will focus on robotics and document processing technologies that may include Blue Prism, Microsoft Power Automate, Azure, and PDF/document processing frameworks. This position will be responsible for developing, testing, and supporting solutions that automate business processes and convert large multi hundred-page PDFs and data packages into structured, navigable, and actionable intake artifacts. The work will occur in a fast paced Agile (Kanban/Scrum) environment. Preferred Certifications: BluePrism Certification Microsoft Power Platform Developer Certification

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Hands-on experience with RPA development, with at least 4 years specifically using Blue Prism, including attended and unattended bots interacting with web sites 8 Required Experience with RPA integration with APIs and Databases including RESTful web services and SQL DBs 8 Required Experience developing reports and/or documents based on structured/unstructured dat 8 Required Experience building analytics based on structured/unstructured dat 4 Preferred Experience with Azure infrastructure including troubleshooting 4 Preferred Experience with Power Automate development including Power Automate Desktop and Power Automate Cloud Flows 4 Preferred Proficiency in the Java programming language 4 Preferred Power BI, SQL 4 Preferred Azure AI/Cognitive Search 1 Preferred BluePrism Certification 1 Preferred Microsoft Power Platform Developer Certification

III. TERMS OF SERVICE

Services are expected to start 06/01/2026 and are expected to complete by 08/31/2026 . Total estimated hours per Candidate shall not exceed 688 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W 51st Street, Austin, Texas 78751 . The working position is Hybrid - On Site and Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission .

V. OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE

Services are expected to start on or around June 1, 2026, and are expected to be completed by August 31, 2026. Total estimated hours per candidate shall not exceed 688 hours for FY26. Initial Purchase Order Term: Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order. Renewal Option(s): HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

WORK HOURS AND LOCATION

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed. B) The primary work location will be 701 W 51st Street, Austin, Texas 78751. Position will be 3 days remote with 2 days (Thurs & Fri) required to be onsite at the location listed above.**Subject to change per the hiring team** Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius). Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas. C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense. D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
