Supervising Procurement Contracting Officer

Job Information Supervising Procurement Contracting Officer positions, which typically work under the direction of the Procurement Program Manager, are responsible for the purchasing and contracting operations of the City’s Purchasing and Contracting Department. Supervising Procurement Contracting Officers plan, assign, supervise, and participate in the work of purchasing and contracting staff in the purchase and contract of a variety of commodities and services for use by City departments; review and approve complex requisitions, quotations, and cost analysis for an assigned group of commodities; oversee and administer contracts and perform contract management to ensure compliance of contractual requirements; manage the procurement planning, solicitation, and evaluation of proposals using the City’s procurement processing systems; negotiate contract terms and conditions; conduct public bid openings; review bid recommendations of subordinates; lead a negotiation team comprised of legal and technical participants; confer with and may make presentations to department management, City Council, or Council Committee regarding purchasing and contracting issues; review and revise various City-wide purchasing policies, procedures, documents, and forms; represent the City in business reviews with contractors, vendors, and suppliers; evaluate vendor performance and works to remediate issues as required; select, train, and evaluate the work of subordinates; and perform other duties as assigned. Notes Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases: 3.5% effective 7/1/27 2% effective 7/1/28 2% effective 1/1/29 Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS). Education Bachelor's degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter). Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units. Experience Four years of full-time professional-level experience in purchasing and/or contracting a wide variety of governmental, industrial, and/or business equipment, materials, and/or services. One year of the qualifying experience MUST have been as a supervisor of procurement or contracting professionals, lead on procurement or contracting projects, or at a level equivalent to an Associate Procurement Contracting Officer with the City of San Diego (a position which performs difficult procurement and contracting of goods and services for use by operating departments; administers contracts; prepares and reviews requisitions, solicits quotations and bids, and prepares and conducts cost analysis for an assigned group of commodities). OCA Experience Note City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered. License A valid California Class C Driver License may be required at the time of hire. Highly Desirable Knowledge of local, state, and federal contracting laws and regulations pertaining to the solicitation and evaluation of bids/proposals, negotiation, and award of contracts. Knowledge of principles and practices of professional procurement with emphasis on all solicitation processes used to acquire commodities and services, and the variety of contract types employed to procure these services. Experience using an e-procurement system or an enterprise resource planning system (e.g., PlanetBids, OnBase, PRISM, SAP Materials Management, SAP Materials Management and Financial Management, Purchasing modules, or Oracle). Purchasing and/or contracting experience with a government agency (e.g., federal, state, county, and/or city). Experience in strategic sourcing and market analysis. Excellent communication and team-building skills. A valid Certified Public Purchasing Officer, Certified Professional Public Buyer, or similar certification. #J-18808-Ljbffr The City of San Diego
