Position Overview
We are seeking an experienced Human Resources Manager to lead all aspects of HR operations, including recruitment, employee relations, benefits administration, compliance, and staff development. This is a strategic leadership role focused on fostering a positive workplace culture and driving employee engagement while supporting company growth.

• Lead workforce planning, recruitment, onboarding, and succession planning.
• Oversee performance management, employee development, and engagement initiatives.
• Administer compensation and benefits programs to remain competitive and cost-effective.
• Guide to leadership and employees on HR policies and workplace issues.
• Ensure compliance with state and federal employment laws.
• Maintain accurate HR documentation, policies, and records.
• Partner with leadership to resolve staffing challenges and employee relations issues.

Qualifications Required:

• 8+ years of HR experience, including 5+ years in a leadership role.
• Bachelor’s degree in Human Resources, Business, or related field.
• Strong leadership, communication, and conflict resolution skills.
• Excellent organizational and decision-making abilities.
• Based in Burlington, WA, with occasional travel required.

• Perform other related duties as required

Preferred Skills, Competencies, Education, and Experience
• Experience working within a union organization
• HR Certification - SHRM-CP, PHR
• Experience with Department of Transportation regulations and drug testing programs.
• HRIS experience.
Work Environment:
This role often operates in an office environment. At times, occasional travel may be required to other branches or to a construction site. Good communication via phone, email, and in-person interactions is a key component of this role.
