You will serve as a Supervisory Production Controller (Ships) / Scheduling & Analytics Branch Manager in the Business & Financial Division of the Operations Department of PSNS and IMF.

Duties

Help

• You will be responsible for the development of nuclear and non-nuclear technical work sequences and the optimization of these work sequences for the department.
• You will be responsible for the development of preliminary schedules for the definition of management strategy for an availability through detailed scheduling of key operations and shift-by-shift work sequencing for current availabilities.
• You will oversee the preparation nuclear and non-nuclear work and test schedules and Critical Path Method (CPM) networks for nuclear and non-nuclear submarines, surface ships and service craft.
• You will be responsible for the upgrading and maintenance of the scheduling systems and methods used in the shipyard for scheduling availabilities.
• You will direct the efforts of subordinate supervisors in order to avoid scheduling events on one or more projects that conflict with events on other projects.
• You will conduct reviews of schedule adherence on complicated availabilities and makes recommendations to correct causes of departures from schedules.
• You will develop standard schedules for repeat type manufacturing, repair and alteration work items.
• You will develop standard sequences for accomplishing productive work and testing by type of ship and type of availability for use in scheduling.
• You will conduct scheduling conferences affecting nuclear and non-nuclear work and testing.

• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• Work is primarily sedentary but may require periodic ship inspections, which will involve walking, stooping, bending, crawling, and climbing vertical ladders.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing data, developing performance metrics, and evaluating the effectiveness of production control methods in support of ship or submarine overhaul projects or shipyard departmental operations to implement improvement procedures and optimize overall performance.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

This position requires exposure to high noise levels.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
