Budget/Treasury Manager [0102/26/64]

Under nominal direction, the Budget and Treasury Manager leads the development, analysis, and reporting of the City's operating and capital budgets while managing cash flow, investments, and treasury operations in accordance with applicable laws, regulations, and internal policies. This position is responsible for ensuring the accuracy and timeliness of monthly, quarterly, and annual financial documents, including support for the annual audit and ACFR preparation. The role provides City-wide guidance on grant administration, reviews and implements legislation impacting financial operations, and prepares required disclosures for debt instruments. Through data analysis, forecasting, and strategic collaboration with departments and leadership, the Budget and Treasury Manager ensures sound financial planning, compliance, and the long-term fiscal health of the municipality. PRINCIPAL DUTIES AND RESPONSIBILITIES: Manages and oversees the municipal investment portfolio by overseeing the investment of municipal funds in accordance with applicable laws, regulations, and internal policies. Ensures the safety, liquidity, and yield of public funds by monitoring investment performance, evaluating market conditions, and making informed investment decisions to optimize returns while preserving capital. Develops and maintains investment strategies and reporting by developing and implementing short- and long-term investment strategies aligned with the municipality's financial goals, and prepares and presents regular investment reports to executive leadership and governing bodies, ensuring transparency and compliance with statutory requirements and internal investment policies. Prepares and reviews continuing disclosure documents for applicable debt instruments in compliance with SEC (Securities and Exchange Commission) reporting requirements and data for municipal official statements by researching and compiling data, developing supporting schedules, coordinating with financial advisors, and ensuring the accuracy, completeness, and clarity of preliminary and final reports. Coordinates the development and administration of the annual budget by coordinating the preparation, analysis, and presentation of the municipality's annual operating and capital budgets. Coordinates the maintenance and preparation of the revenue manual for use in projecting revenues during the annual budget process, tracking collections throughout the year, and consulting with department heads to ensure budget adjustments, fees, and projections are made in accordance with municipal policies, and collaborates with departments to review budget requests, ensures alignment with strategic goals, and provides guidance on financial planning, resource allocation, and fiscal responsibility. Ensures timely and accurate compilation of personnel data within databases used for projecting staffing and benefit costs, including the development and analysis of 'what-if' scenarios to support strategic planning and budgeting. Monitors budget performance and provides financial analysis by tracking and evaluating departmental expenditures and revenue collections throughout the fiscal year to ensure compliance with the approved budget; prepares regular financial reports and variance analyses, and advises leadership on potential adjustments, emerging trends, or areas of concern. Manages grant accounting and reporting by coordinating with recipient departments to obtain documentation, maintaining comprehensive records, monitoring expenditures for compliance with grant and Single Audit requirements, ensuring timely submission of reimbursement requests and grant reports, preparing or reviewing required filings with grantor agencies, compiling schedules of state and federal assistance for audits, and identifying, implementing, and following up on corrective actions to ensure continued compliance. Reviews and interprets new legislation to assess its impact on municipal financial functions, particularly in areas such as investments, debt issuance, and grant accounting by evaluating applicability, presenting options and implications to management, developing implementation plans, and ensuring timely and compliant adoption of applicable standards and statutes. Oversees the preparation and review of monthly and quarterly financial reports and presentations, recommends policies and procedures, supports audit processes through the development of work papers and documentation, and conducts research to ensure accuracy and compliance in assigned tasks. Performs other duties as required to ensure efficient and effective municipal finance operations. KNOWLEDGE SKILLS AND ABILITIES REQUIRED: Advanced ability to read, comprehend, and analyze literature, books, reviews, technical journals, financial reports, legal documents, and other similar writings necessary for successful completion of job tasks. Advanced ability to apply fundamental concepts of mathematical theories, work with advanced mathematical operational methods, and analyze complex variables is required. Excellent communication skills, both written and oral, required for successful interaction with City personnel, citizens, Councilmembers, customers, vendors, and a variety of other persons. Contacts may require the consideration of different points of view to reach an agreement. Intermediate to advanced skill level with Microsoft Office personal computing products. Position utilizes Word and Excel for completion of key job tasks. Knowledge and understanding of a centralized mainframe computing system preferred. MINIMUM EDUCATION AND EXPERIENCE REQUIRED: Bachelor's degree in accounting, finance, or related field plus three to four (3-4) years of increasingly responsible experience in accounting or finance administration is required. An equivalent combination of education or experience may be considered. Municipal experience preferred. Must have a valid Texas driver's license with a good driving record. PHYSICAL DEMANDS AND WORK ENVIRONMENT: Sitting, walking, and standing, some pushing/pulling, lifting and carrying up to 35 pounds; grip 45 pounds; repetitive movement of wrist and fingers during computer data input; reaching; 50-100% of day using computer; bending, squatting, kneeling, stair climbing, reaching, fine motor manipulation. Maintains static posture during sitting. Works indoors in a controlled environment 80% of the time, but may perform some functions outdoors for special events.
