ADMINISTRATIVE ANALYST (1590-0)

The Office of the City Administrative Officer (CAO) is seeking to fill two Administrative Analyst (AA; 1590-0) positions in the CAO's Homelessness Group. The CAO is seeking qualified candidates for emergency appointment for employees who meet the qualifications to take the AA Civil Service examination.


DESCRIPTION OF DUTIES:

The CAO Homelessness Group ("Group") coordinates Citywide efforts to combat homelessness; monitors and administers grants, contracts, and procurement processes; and collects and reports data to evaluate homelessness programs and to better understand the effectiveness of homelessness interventions.


This Administrative Analyst position emergency appointments will contribute to the CAO's goal of enhancing the City's homelessness funding analysis, budget and grant management, and reporting. Candidates should demonstrate strong educational and work experience backgrounds in research and data analyses, finance, grant management, and/or budgeting.


Specific duties may include:

  • Gathers data and assists in the preparation of statements, charts and schedules for inclusion in the Mayor's annual Proposed Budget and for regular reports to the Mayor and City Council;
  • Maintains account information and financial statistics and data for budget preparation and monitoring purposes, and drafts Controller instructions for transfers and appropriations of funds;
  • Monitors spending of City and grant funds and prepares updates for review by internal and elected leadership;
  • Applies for and administers state and federal grants;
  • Drafts procurement documents, including Requests for Proposal and contracts;
  • Prepares work flowcharts to assist with organization and workflow analyses;
  • Reviews and analyzes departmental budget requests from the Los Angeles Homeless Services Authority (LAHSA) and makes recommendations to improve or enhance requests;
  • Investigates and analyzes data, and prepares reports and recommendations on budget estimates and requests for additional personnel, appropriations, and other fiscal matters, capital projects, facilities and quarters, and recommends appropriate changes and adjustments;
  • Attends and participates in regular and ad hoc Council and committee hearings;
  • Analyzes priorities set by departments and funding sources of capital projects;
  • Assists in compiling, writing, and editing annual and periodic reports; and
  • May occasionally be assigned other duties as needed.
Desired skills:
  • Prepare and present oral and written reports and recommendations on highly technical topics clearly, concisely, logically, and convincingly;
  • Project management experience preferred, but not required;
  • Experience with the Google suite of applications, including Google Sheets, is preferred.

The CAO's Telecommuting Policy requires all staff to be in the Office two days per week. Employees may telecommute the remaining work days in the week. The specific in-Office days will be Wednesday, as well as one additional day coordinated with the supervisor. However, note that staff may be required to be in the Office more than the minimum required number of days per week during periods of high activity. Both 9/80 and 5/40 schedules are available.


Administrative Analysts employed within the CAO's Homelessness Group receive a bonus of 5.5 percent in accordance with Memorandum of Understanding (MOU) 61 Section 6.5(B).


MINIMUM REQUIREMENTS:

The CAO is currently seeking applicants to fill two AA positions through emergency appointments. Applicants must be an existing City employee, with Civil Service status. Any applicant who applies for the emergency appointment opportunities must file for the AA Civil Service examination; the application date is pending. Applicants must meet one of the following qualifications to take the AA exam, as follows:

  1. One year of full-time paid professional experience at the level of Management Assistant with the City of Los Angeles with experience in budgetary analysis and control, administrative analysis and research, systems and procedures analysis, or personnel administration; or
  2. Two years of full-time paid experience as a Management Aide with the City of Los Angeles with experience in budgetary analysis and control, administrative analysis and research, systems and procedures analysis, or personnel administration (a bachelor's degree from an accredited four-year college or university may be substituted for one year of full-time paid experience as a Management Aide); or
  3. One year of full-time paid experience with the City of Los Angeles as a Chief Clerk or in a clerical class at that level.

SELECTION PROCESS:

Only the most qualified individuals will be invited to participate in the next phase of the selection process. The next phase of the selection process will consist of an interview. Subsequent selection process phases may include written exercises and/or additional interviews.

The position may be filled on an emergency appointment basis. Please note that the emergency appointment is a temporary appointment and contingent upon approval by the City of Los Angeles' Personnel Department. A permanent appointment will be made upon the completion of the Civil Service examination process for AA. The successful incumbent for the emergency appointment position will be required to take the examination and obtain a high enough score on the eligibility list in order to be selected for permanent appointment.

Emergency Appointment

An emergency appointment is not a regular appointment. It is a temporary appointment which does not require that you successfully compete in the Civil Service examination process. The appointment may not exceed one year and must be terminated immediately when a regular appointment can be made from an eligible list. No emergency appointment can exceed one year. (City Charter Section 1013).
